ROSEMOUNT YOUTH COMMISSION
PROCEEDINGS
AUGUST 27, 2025
Call to Order
Pursuant to due call and notice thereof, a regular meeting of the Rosemount Youth
Commission was held on Wednesday, August 27, 2025, at 3:48 PM. in Steeple Center, 14375 S
Robert Trl.
Chairperson Geller called the meeting to order with Commissioners present: Carter, Decker,
Harvey, Jacob, John, Johnson, Sayapal, Sell (arrival 4:15), Skaria and Ulstad
Commissioners absent were: Giray, Jacobson, Mason, Nowlin, and Raimondo.
Staff present included the following; Mayor Weisensel (briefly), Sarah Saunders.
Additions or Corrections to Agenda
Motion by Geller Second by Jacob
Motion to approve the Agenda.

a. Minutes of June 25, 2025, Youth Commission Meeting

New Business
a. Videos & Discussion
Deputy Clerk Saunders showed (4) four short video clips to the group. After each video, commissioners
would discuss their takeaways. The videos were about leadership and teamwork, with some humor.
Commissioners discussed how they view authority figures as leaders or non-leaders, what a growth
mindset looks like, and gave examples of speaking truth to parents or other authority figures.
b. Leadership Workbook: Chapter 2; Developing a Growth Mindset

Deputy Clerk Saunders asked the group, "what is the difference between a leader and a follower"? This
sparked a conversation between the Commissioners about what leadership looks like, developing a
growth mindset, and the type of leader they see themselves as. To close the lesson, the Commissioners
wrote "A Letter to Yourself" reminding them to never give up and keep believing in themselves.
c. Roundtable Discussion
Commissioners talked individually about their worries about the upcoming school year, hard classes,
balancing work and school, college applications, along with horses and tennis. They are a very busy
group.

Deputy Clerk Saunders reminded Commissioners that the location is Council Chambers for the
September meeting date.
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Geller and a second by Sell the meeting was adjourned at 4:35 p.m.

role as City Clerk as it involves elections, record management, data requests, City Council Meetings,
and Parliamentary Procedure.

Commissioners will focus on the importance of teamwork and collaboration in Chapter 8 of their
Leadership Workbook. They will complete a fun Marshmallow Challenge focusing on teamwork and
discuss how leadership can look different or similar to teamwork.

Within the City Council Goals to Grow, Live and Manage Rosemount, the Youth
Commission establish the following as their 2024-2025 goals
GROW
Increase Support for Youth-Related Activities, Facilities and Amenities
• Support new and existing business work opportunities to gain experience
• Promote Youth volunteerism to build leadership skills
• Support additional recreational facilities
• Support the development of neighborhood parks with added features
LIVE
Increase Youth Commission Community Presence and Connecting Partners
• Maintain current and develop new partners and partnership events
o City Council
o Park and Recreation Dept
o RAAC
o School, Volunteer, and Non-Profit Organizations
• Recommend support of youth-oriented initiatives to City Council
MANAGE
Increase Youth Events and Activities
• Increase visibility and participation in community events
