Call to Order
ROSEMOUNT YOUTH COMMISSION
Pursuant to due call and notice thereof, a regular meeting of the Rosemount Youth
Commission was held on Wednesday, September 24, 2025, at 3:47 PM. in Rosemount Council
Chambers, 2875 145th Street West.
Chairperson Geller called the meeting to order with Commissioners Carter, Decker, Harvey,
Jacob, John, Mason, Nowlin, Raimondo, Sayapal, Skaria and Ulstad present.
Commissioners absent were: Giray, Johnson and Sell.
Staff present included the following; Sarah Saunders, Erin Fasbender and Mayor Weisensel.

a. Minutes of August 27, 2025 Youth Commission Meeting

New Business
a. Department Overview: City Clerk
City Clerk Fasbender was the guest speaker. She introduced herself and explained her main role(s)
within the City. Clerk Fasbender showed a powerpoint presentation further explaining Parliamentary
Procedure and the importance behind it when in a group setting like a Commission. Mrs. Fasbender
spoke specific to Robert's Rules of Order and showed Commissioners a cheat sheet of actions and what
should be said to hold a successful meeting. Mayor Weisensel encouraged Commissioners to educate
themselves on Robert's Rules of Order.

b. Leadership Workbook: Chapter 8; Teamwork & Collaboration
Mayor Weisensel and Deputy Clerk Saunders led Commissioners through Chapter 8 of their Leadership
Workbook, titled Teamwork and Collaboration. The first activity was the "marshmallow challenge"
where the Commissioners were divided into two teams and asked to construct the tallest structure
using various random objects. After the timer went off, Mayor Weisensel asked each team to tell the
group about what role they played in their team, and how they came to the conclusion to build what
they built.
c. Youth Commission Goals
Per Commissioner Karah Mason, recommends that the Youth Commission revise to include in its 2025–
2026 Goals a collaborative initiative with students of Rosemount High School to support and expand
Culture Night, with the aim of increasing community engagement and promoting inclusivity.
Commissioners to vote on this motion at the next meeting.
d. Roundtable Discussion
Commissioners spoke about the happenings in their personal lives such as college tours, PSEO classes,
marching band and adjusting back to school.

Deputy Clerk reminded Commissioners of the upcoming Oktoberfest and Haunted Trail happening in
Rosemount in October 2025.
c. Next Youth Commission Meeting Date — Wednesday, October 22, 2025
The next Youth Commission Meeting is Wednesday, October 22, 2025, at Steeple Center.
There being no further business to come before the Youth Commission at the regular meeting and,
upon a motion by Geller and a second by Skaria the meeting was adjourned at 4:56p.m.

Within the City Council Goals to Grow, Live and Manage Rosemount, the Youth
Commission establish the following as their 2025-2026 goals
GROW
Increase Support for Youth-Related Activities, Facilities and Amenities
• Support new and existing business work opportunities to gain experience
• Promote Youth volunteerism to build leadership skills
• Support additional recreational facilities
• Support the development of neighborhood parks with added features
LIVE
Increase Youth Commission Community Presence and Connecting Partners
• Maintain current and develop new partners and partnership events
o City Council
o Park and Recreation Dept
o RAAC
o School, Volunteer, and Non-Profit Organizations
• Recommend support of youth-oriented initiatives to City Council
MANAGE
Increase Youth Events and Activities
• Increase visibility and participation in community events

o Spring Senior Event
o Arbor Day/Tree Legacy Planting

• Establish a youth engagement event; coordinated by Youth Commission
• Collaborate with RHS to support and expand community engagement and promote
inclusivity through Culture Night.
