DISCUSSION = In January`2008 the City Council approved an ordinance requiring a license to rent a dwelling unit. The ordinance lays out the permitting process and what ordinance criteria are required to receive a 'license. One of the standards notes that a fee is required. Additionally, the license is for a two year period starting March 1: What this means is that people who apply at other times throughout the year do not obtain a 2 year license but some lesser amount depending upon when the license was applied for and issued. Additionally, the way the ordinance is currently written the fee is also for the two year permit starting March 1. Therefore we often have people submit the fee (currently $25) with their application and we must refund a prorated portion. Staff is recommending the ordinance be modified so the license is valid for two years from the time of issuance, regardless of when that occurs in the calendar year. Likewise thefee would be fof the 2- year period. This will reduce the need to send refunds to people and also reduce the need to have people apply: for permits to meet the March 1 deadline. The change represents less work for landlords and less administrative time for staff. All other aspects of the ordinance remain unchanged. RECOMMENDATION Motion to approve the attached ordinance.
