AGENDA NO. 2t., ATTACHMENTS: Vendor brochures APPROVED BY: i J RECOMMENDED ACTION: Guidance from Council members In its goals 'for 2011 -12, the City Council included an item to "embrace technology initiatives that improve citizen access to City services." The Council has previously expressed an interest in making the City's website more attractive and relevant to stakeholders. Staff has researched potential to improve the. site. History The City of Rosemount inaugurated a presence on the web in 1997 with a site at www.rosemountmn.com. A few years later, the City signed up for service with GovOffice, a division of Avenet LLC of St. Paul. GovOffice was designed in partnership with the League of Minnesota Cities to serve as an affordable choice for content management and web hosting for local government, especially for entities too small to have a dedicated staff for web operations. The service provides a simple interface to allow employees with minimal training to create webpages based'on a handful of templates. Content creators do not have to be familiar with specialized web design tools, and generally cannot modify the templates. Currently, a few employees in the Public Works, Parks and Recreation, and Police departments have the ability to update parts of the Rosemount site. In 2005, the City paid GovOffice $26. for a partial redesign of the Rosemount website to reflect the logo and visual identity system implemented the year before. The design has not changed since then. GovOffice has implemented small increases in the cost of its service, currently $1,100 for the year expiring March 31, 2012. The City has also paid one -time charges of a few hundred dollars for enhanced features like the ability to create online forms and "friendly" webpage addresses. GovOffice has provided some service enhancements through the years, including an increase in the amount of storage space it permits each customer. Until that change, the City had to be aggressive in thinning out' content on the site and at one point had to buy space from an outside provider. That service and expense have since been canceled. There have been no concerns in the last few years with the = `uptime" or availability of the site. GovOffice recently implemented what it dubbed "Version 3.0," which updated the interface used, to administer the site but did not change the design or features visible to visitors. • Alternatives Other companies compete with GovOffice to serve cities and use different approaches. Some provide only y e limited tools to create webpages and mainly act as a service to host content created in -house by cities. One' , . provider sets up sites based on common blogging software to create a spare, functional website appearance. The largest alternative, especially popular among cities in the central U.S., is Kansas -based CivicPlus. Two of its recent customers in the Twin Cities are St. Paul and Apple Valley. Like GovOffice, CivicPlus provides and maintains servers to host sites, along with online tools to create webpagees. The company considers one of its strongest selling points to be the ongoing creation of modules that add enhanced services. CivicPlus offers three levels of service. The lowest level offers fewer services than the current provider. The • middle level, Standard, offers many but not all modules; there is no guarantee that'additional ones will be added to the City's package without additional fees. The Premium level allows all current and future modules at no additional charge. It also includes extensive design and concept work, involving visits to the City by vendor staff to lead meetings with all departments to conceptualize the site, and provide ongoing training of multiple staff members. Examples of sites As the examples here demonstrate, both vendors are capable of creating new graphics to refresh the appearance of the Rosemount site. Both also implement navigation bars that run horizontally below the top banner, with dropdown menus. GovOffice Many of GovOffice's recent designs have "liquid displays" that allow the content to expand and contract based on how wide the user's browser window is. There is no money set aside in the 2012 budget. The contract runs through July 2012 at $2,508 per year. A redesign with either vendor may require the services of a professional photographer to get "beauty shots" of the community. Additional considerations Whether the Council chooses to use a new vendor or to fund a redesign with the current vendor, the City will need to make its own choices about how the site should be organized and what additional information, if any, should be added to the site. The CivicPlus Premium option offers a substantial amount of guidance and hand- holding, but it would require a time commitment from managers in each department. There are also several editorial judgments that the City will need to make in a redesign. Many of the examples from both vendors show homepages that are very attractive, especially for those who are not familiar with a community. But the content on those pages appears to change only rarely, not reflecting any news items that the city may try to convey to its residents. 4 There is alsd an aesthetic and editorial judgment call to make about how densely to insert information on the homepage. The City's current homepage includes many entries that have been requested by various departments. At some point, the volume of items and links may overwhelm the user and hurt the appearance of the page. Summary Staff intends to review the options and alternatives with the Council so Council members can determine the best overall value for the City. This option typically is selected by small municipalities that want to incorporate a community theme to their Website but at a low cost. Overview: The GovOffice Design Team member will create one customized banner that includes ,up to 4 images (such as an official logo and/ or community- specific photographs) that will display throughout the entire Website. The images used will'be provided by the customer or be taken from GovOffice's collection of stock (general) images. Service Includes: The customized banner will be developed and sized appropriately to appear atop the customer's choice of stock design template from the GovOffice Design Center. The new banner will replace the stock template's'original, generic banner. If desired, the template's default color may be altered in order to meet the customer's preference. Process: The Budget Solution is a'°2 draft, 1 revision process. This means that the GovOffice Design Team will create two banner drafts for the stock design template that the customer selects— incorporating the images and color choice provided. Upon review of the two drafts, the customer will tell GovOffice the preferred draft (1 out of the 2) and the requested edits. GovOffice then will revise it one time before asking for final approval. The Value Solution ($1200 one -time cost) A notable step up from the Budget Solution, this option yields a more polished, enticing custom design with optional display and navigation enhancements. The_Value Solution typically is selected by small -to- medium -sized organizations that do not want the additional custom banners provided under the Progressive Solution ($2000). 4 Overview: The GovOffice Design Team will enhance the customer's choice of stock design template from the GovOffice Design Center. The project involves development of one professional, customized banner that includes up to 4 images (such as an official logo and / or community- specific photographs). The customized banner will appear on every page of the Web site.
