Motion 'to authorize the promotion of Julie Wotczak to GIS Analyst effective January 1, 2012. DISCUSSION As a part of the2012 budget discussion, one full-time GIS position was proposed to the City Council. The job would be positioned in salary and duties between the two full-time positions; the GIS Technician and the GIS Coordinator. Staff is bringing forward a request to consider creation of a GIS Analyst position. The proposed job description for this new position is attached. The job description is based off of the GIS Coordinator position and many of the duties and responsibilities are similar. Because there will only be one GIS employee with the City, that person must also do the more mundane, less complex tasks in order to ensure the City's GIS system is up to date. In the past, we've had a GIS Coordinator and a GIS Technician. The GIS Technician left employment in June, 2010; the GIS Coordinator left employment in November; 2010. Julie Wotczak was hired as the part -time GIS Technician (30 hours /week) in December, 2010, and has done an excellent job for the City of Rosemount. She has proven that she can take on more responsibilities, and her background and experience are well- suited for the new GIS Analyst position. Because there will be one on -staff GIS employee rather than two, there may be some reliance on WSB, the consulting engineering firm for some project specific GIS work. There are some funds in the budget to allow for this work, should the need arise. In the past, the City has utilized the services of Ann Antonsen of Springsted (formerly of Labor Relations) to evaluate new or updated job descriptions and assign comparable worth points to the position. Ms. Antonsen has reviewed the existing GIS Coordinator and GIS Technician job descriptions, as well as the proposed GIS Analyst position description arid has recommended that the new position be assigned 276 job points based on the nature and scope of the position, other position responsibilities within the City, and pay equity data. Based on this data, staff is proposing the position be compensated at the 2011 range of $53,643 — $67,870 annually (exempt). Upon Council approval, the City must confer further with AFSCME Local 3857 regarding the compensation because the position is currently not stipulated in the contract. Once this negotiation is complete, staff requests Council to authorize promoting the current GIS Technician into this newly created position effective January 1, 2012. SUMMARY Staff is recommending the City Council approve the job description and salary range for the GIS Analyst. Also requested is promotion of Julie Wotczak to the GIS Analyst position effective January 1, 2012. CITY OF ROSEMOUNT JOB DESCRIPTION DECEMBER, 2011 POSITION TITLE: GIS Analyst draft DEPARTMENT: Community Development ACCOUNTABLE TO: Community Development Director SUMMARY OF POSITION Primarily responsible for development, operation and administration of a well planned and accurately integrated Geographic Information System (GIS) and Cartegraph Asset Management System. This includes working with other staff to meet the goals and objectives of the City and agencies of the City. Person requires minimum supervision and completes projects in a timely manner. Responsible for performing application modifications, utilizing GIS applications which produce reports in tabular and /or map form, incorporating menus, macros and definition for linking relational databases to geographic databases. Transfers /updates files for various departmental GIS systems as required. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Provides assistance to City staff as required in the use of ArcGIS and associated software for accessing the City's database with special attention directed towards programs.that will alter or modify existing data. 2. Assists in the m_ anagement of the City's Cartegraph Asset Management System (AMS). 3. Acts as a liaison, resource and support person for other departments. Responsible for finding GIS solutions to business problems. 4. Works independently. The assignments and objectives are prescribed but the methods are not typically reviewed or controlled while the work is in progress. The employee is expected to take the initiative in solving most problems of detail, except those that are new or unusually complex in nature. 5. Manipulates graphic data and relates to attribute data for desired product. 6. Manages and maintains the City, GIS official map(s): i.e., street, utility, zoning, land use, etc. 7. "Works with the IT Coordinator and a ro riate .p ersonnel and vendors to make pp p recommendations for purchasing of GIS software /hardware. 8. Supports the development of GIS applications to help users interface with and analyze GIS data; building reports and maps incorporating menus, macros, key definitions and programming language for linking relational database to the geographic database. 9. Creates and maintains point, line, polygon, and annotation feature classes in enterprise geodatabases with ArcGIS software. 10. Prepares clear, complete, and accurate representation of the City's spatial data using maps, layouts, charts, or posters to City departments and the public. 11. Imports data from various media, loads to database, checks and verifies data created. 12. Provides support with the maintenance and management of the City's enterprise GIS. 13. Collects GIS data using GPS techniques and imports the created data into City's GIS. 14. Provides public information in graphic, written, and verbal form regarding engineering, planning, parks and other City functions as requested. 15. Performs such other duties as assigned. MINIMUM QUALIFICATIONS 1. Four years experience in Geographic Information Systems including Arclnfo, ArcView, and relational databases. 2. Equivalency of a Bachelor's Degree (Master's preferred) in Geographic Information Systems, Computer Science, or directly - related field. DESIRABLE QUALIFICATIONS 1. Experience working for local government. 2. Experience working with Cartegraph Asset Management Systems. 3. One year experience administrating a Windows NT Server. 4. Knowledge of Computerized Mapping Techniques. 5. Two years experience in the planning, designing, construction, inspection and maintenance of Public Works projects or combination experience and education. NECESSARY KNOWLEDGE, SKILLS AND ABILITIES 1. Knowledge of computers, networks, printers and other hardware /software used in the production of GIS maps and analysis. 2. Mastery of the GIS software and hardware and a desire to explore the capabilities to obtain maximum utilization of the system. Should be innovative in testing the limits of the GIS. 3. Thoroughly familiar with all GIS and mapping procedures, symbols, supplies, equipment, and have the ability to read and understand maps, schematic drawings and diagram and instruction manuals. 4. The ability to work independently, make decisions, assign projects, and follow projects through to completion as required by responsibilities and authorities in this position description. 5. Must possess a working knowledge of geodatabase and relational database structures relating to the creation of GIS Analysis. 6. Considerable ability to analyze and resolve problems with GIS computer hardware, software and applications. 7. Must accept multiple tasks and be adaptable to a variety of disciplines and requests. 8. Must communicate effectively both verbally and written, to assure that applications are developed with the end user's best interest and ease of use in mind. 9. Must have a willingness to share knowledge and work harmoniously with others. 10.Ability and knowledge to train technicians and operators. 11.Ability to coordinate with City departments, county, and utility„companies who need expertise and assistance with GIS 12.Ability to reason through projects and determine best way to solve problems using various modules of GIS software. The person in this position must be competent in one or a combination of any of the following projects: GEOGRAPHIC INFORMATION SYSTEM DATABASE MANAGEMENT • Knowledge and skill for loading of graphic files and extracting of graphic files by layers, classification and location. • Knowledge in file format needed for the exchange of data between different mapping and GIS systems. • Knowledge of quality control procedures to insure data integrity • Knowledge and ability to maintain accuracy and integrity of the GIS database • Knowledge in how each department interfaces in GIS • Knowledge of metadata standards GEOGRAPHIC INFORMATION SYSTEM APPLICATION DEVELOPMENT • Ability to recognize new potential for GIS use. • Knowledge of techniques for indexing, optimizing, and relating various components of the GIS data. • Knowledge of file types and how to convert between them. • Knowledge of operating system environment (NT). • Knowledge and ability to prepare Procedure Documentation. • Knowledge of Application Programming Language (AML). PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the position. Noise level in the work environment is usually fairly quiet while in the office, although the ability to work with.constant noise distractions is required.
