REGULAR MEETING PROCEEDINGS
SEPTEMBER 6, 2011
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, September 6, 2011 at 7:30 p.m. in Council Chambers at City Hall, 2875 145` Street
West, Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe - Corrigan,
Weisensel and Kearney attending. Staff present included City Administrator Johnson, City Clerk
Domeier, Police Chief Kalstabakken, Police Officer Bellows, Communications Coordinator Cox,
Director of Public Works /City Engineer Brotzler, Assistant City Administrator Foster, Police
Officer Burkhalter, Police Officer Swenson, Director of Parks and Recreation Schultz, Finance
Director May and City Attorney LeFevere. The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS
City Administrator Johnson stated there were no proposed changes.
Motion by Droste. Second by DeBettignies.
Motion to Adopt the Agenda.
Ayes: 5
Nays: 0. Motion carried.
PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGEMENTS
3.a. Police Officer Oath of Office
Mayor Droste administered the Oath of Office to Police Officer Bellows.
3.b. Commendation for attainment for Eagle Scout rank
Mayor Droste presented a certificate to Eagle Scout Condon.

Motion by DeBettignies. Second by Shoe - Corrigan.
Motion to Approve the Consent Agenda as presented.

NEW BUSINESS
9.a. Adoption of Preliminary 2012 Budget, Tax Levies and Public Hearing Date
City Administrator Johnson provided an overview of the 2012 Preliminary Budget and Tax Levies.
He added that the public hearing for the budget will be held on Tuesday, December 6, 2011.
Council Member Weisensel thanked Finance Director May and Department Directors for their
review and diligence in saving costs. Council Member Kearney concurred with Mr. Weisensel.
Mayor Droste questioned if the market value exclusion will be on the forms this fall. Finance
Director May stated that Dakota County will be mailing the information out in November. He also
provided past history on the market value homestead credit program.
Motion by Shoe - Corrigan. Second by DeBettignies.
Motion to adopt A Resolution Setting the Preliminary 2012 General Fund Operating
Budget, the Preliminary 2012 C.I.P. Budgets, the Preliminary 2012 Insurance Budget, the
Preliminary 2012 Port Authority Operating Levy, the Preliminary 2011 Levy, and the
Budget Hearing Date (Tuesday, December 6, 2011) Required by the City of Rosemount.
Ayes: Shoe - Corrigan, Droste, Weisensel, Kearney, DeBettignies
Nays: None. Motion carried. (Resolution 2011 -72)
ANNOUNCEMENTS
1�layor Droste reviewed the calendar of events. The next regular City Council meeting will be held
on September 20, 2011.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Weisensel, the meeting was unanimously adjourned at 8:01 p.m.
