SUMMARY Vision 20/20 is a project of the Institution of Fire Engineers USA Branch funded by a Department of Homeland Security Fire Prevention and Safety Grant. The goal of this project is to develop a national strategy to reduce the loss of life, injury and property due to fire. The Fire Department plans to use the grant primarily in the Rosemount Woods neighborhood. Staff is requesting that the City Council authorize the Mayor and City Clerk to enter into an agreement with the Institution of Fire Engineers (IFE) to receive grant funds. The portion of the total grant that deals with station based preventive activities is known as Community Risk Reduction. Paul Maldonado — NAHF The grant time frame is currently set to have all local activities completed by June 24, 2012. An extension may be possible but will require an amendment and John Dean - NASFM approval from the AFG grants office. Ron J. Monitoring a specific budget for their jurisdiction within the parameters agreed upon by IFE. Grant funds must be to support the project for the duration of the grant activities. Sarah Lee — NVFC 2. Providing the specification for the type(s) of smoke alarms they need — as Meri- KAppy— Safe Kids USA listed below. All smoke alarms will be purchased centrally and shipped to a location determined by the local jurisdiction. Michael Crowley— SFPE 3. Identifying high risk areas within their jurisdiction that would benefit from Individuals home safety visits and smoke alarm checks (and installations). This item assumes the capability exists locally to analyze loss data, demographics and other factors to Mike Love - Montgomery Co. Fire (retired) identify high fire risk areas in each jurisdiction. 4. Installing the agreed upon number of smoke alarms during the grant Ben May - Consultant period. Ozzie Mirkhah - Consultant 5. Collecting data (check list provided) for each home visit; compiling that data on either an access data base (provided), an excel spreadsheet or the Wayne Powell - Marriott International, Inc. Google online database and submitting it to Tri -Data for compilation and a final Phil Schaenman - Systems Planning Corp. report on grant activities. Nothing shall require the City to violate the Minnesota Data Practices Act, Mn. Stat. Chapter 15. Designating a primary contact for dealing with IFE and Vision 20/20. 7. Participating in the initial planning meeting on August 10 2011 in Reston, VA. 8. Participating in monthly scheduled conference calls among local participants and IFE project representatives. 9. Hosting a day long training session on Community Risk Reduction for fire service leaders. The workshop should include officers from the host department — but may be expanded to include others from the area. The workshop will include funding for the instructor and all student materials. It will not include lunch or refreshments. The IFE will be responsible for: 1. Managing and coordinating the overall project among all local jurisdictions. 2. Conducting all business activities with the AFG office — including submission of any grant amendments and the final report. 3. Disbursing funds to local jurisdictions based upon the agreed budgets when invoiced by the local jurisdiction. 4. Scheduling the day long training workshop on community risk reduction, securing and paying for the instructor. Tri -Data will be responsible for: 1. General guidance and support of the grant activities 2. Assistance with identifying risk factors and high risk locations for each local jurisdiction if needed 3. Compiling the data and providing data summaries and information for the report on local grant activities related to community risk reduction activities in each location. Rosemount Fire Department will be responsible for: 1. Making every good faith effort to install: a. 190 long life battery ionization smoke alarms b. 10 alarms for the deaf and hard of hearing 2. Provide overtime for firefighters to conduct home safety visits not to exceed $1200.00 3.
