CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on
Wednesday, December 14, 2011 at 6:30 p.m. in the Conference Room at City Hall, 2875 145 th Street
West, Rosemount.
Mayor Droste called the meeting to order with Council Member DeBettignies, Shoe - Corrigan,
Weisensel and Bills attending. Staff present included City Administrator Johnson, Assistant City
Administrator Foster, Communications Coordinator Cox, Community Development Director
Lindquist, Director of Parks and Recreation Schultz and IT Coordinator Solberg.
DISCUSSION
2.A. Jeffrey Feldman, FTTH
City Administrator Johnson summarized the issues addressed in a letter to FTTH. Jeffrey Feldman
with FTTH provided background on the progress made by FTTH to date.
Mayor Droste stated his biggest concern is what are the'customers getting and are they receiving
something better than traditional networks. Mr. Feldman provided feedback on their data and
television services. Council Member DeBettignies questioned if the service level will change with
buildout: FTTH plans to upgrade the equipment that drives the fiber and the new video will allow
for faster service. They can split the data with the video. Council Member Weisensel questioned if
any marketing has done to revise the build out plan. Mr. Feldman stated that the other side of
Connemara Trail will be the next phase. He also provided further information on the projected
capital and working with investors. Council Member Shoe - Corrigan talked about the kind of services
that the City Council wants to provide to its residents. Council Member Weisensel stated that FTTH
appears to be addressing the issues. Mr. Feldman agreed to meet with the City Council quarterly
probably in March and June in 2012.
2.B. Representative Kurt Bills
Representative Kurt Bills provided information on the Minnesota Budget Forecast. He thanked the
City Council for the work they did on the budget levy change. He provided additional information
on legislative happenings specifically government reform 2.0. Discussion was held about mass
transit, infrastructure, funding formulas, property taxes, and diverting sales tax directly back to the
cities. Mr. Bills will report back on redistricting after February 21.
2.C. City website service provider
Communications Coordinator Cox provided a printout of various city websites. He also provided
the history of the City website with using GovOffice. Discussion was held regarding the various
options and associated costs. The City Council preferred to see if CP Premium could offer any
savings on the previously quoted package.
2.D. Planning for 2012 goal setting meeting
The City Council will plan to meet on January 21 at City Hall from 8 a.m. — 4 p.m. Department
- Directors should prepare memos outlining the key issues especially related to desired amenities.
2.E. RAAA Field Maintenance Fees
Council Member Kearney provided background on the fees. He attended the board meeting on
Monday night and discussion` was held regarding the City fees. He questioned if the City planned to

move forward with the fees. Mayor Droste did not support assessing a fee at this point. Council
Member Shoe- Corrigan preferred to move forward with a. $2.00 fee. The City Council gave
direction to staff not collect a maintenance fee in 2012. Council Member Kearney and Director of
Parks and Recreation Schultz will meet with the RAAA board president.
UPDATES
3.A. Paperless Packets
City Clerk Domeier, IT Coordinator Solberg and Council Member Kearney provided a presentation
and demonstration on moving towardspaperless packets. The City Council supported the purchase'
of four additional iPads yet this year.
3.B Labor negotiations
Assistant, City Administrator Foster provided ah update on the union negotiations. Discussion was
held regarding salaries, benefits, contract language and comparisons to other cities. Additional
information "will be provided to the City Council as staff continues to meet with the bargaining units.
3.C. Updates from City Council /Staff
Council Member Kearney provided information from the RAAA board meeting and change in
officers.
Council Member Shoe - Corrigan complimented the RAAC holiday event at the Steeple Center.
Mayor Droste provided an update on Beyond the Yellow Ribbon events, an article about
Rose rating 74 out of 955 Midwest communities insa recent housing survey, upcoming Y
events and UMore Park Community. Calendar of Events and Projects.
City Administrator Johnson provided updates on the quiet zones, and senior housing project.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by DeBettignies, the meeting was adjourned at 11:30 p.m.
