ISSUE During the creation of the plans and specifications for the irrigation well'at the UMore ball field site, it was recommended to staff that the City should consider bidding the well project separately from the other improvements being planned for phase.one of the project. In order to have the well ready for irrigating the site by early fall, the well project needs to be started shortly after the first of the year. It is possible to use accelerated construction methods but this potentially increases the cost. If we can bid the well project in January of 2012, a potential project time line is listed below: Start construction Feb 2012 Finish "construction May 2012 (start development immediately) Finish development July 2012 (start test pumping immediately) Finish test pumping August 2012 (start discharge pipe work immediately) Well pumping to system By end of August 2012 This schedule does not leave much room for delay. An early start will allow well construction to avoid interference with the other site work. Road restrictions also must be taken into consideration for a well construction project. The equipment is heavy, so delaying the start into load limit season will complicate the schedule and may rule out the cheapest construction method. This means that starting in April may not be possible without permits for overweight vehicles. Permit delays have affected construction schedules on other well projects. The estimated cost of the well project is $130,000. This estimate was included in the budget that was created for the phase one improvements for the UMore ball field project. BACKGROUND In August of 2011 the City of Rosemount completed the process of acquiring 27 acres of land through a pre- dedication agreement with the University of Minnesota to be used for athletic fields. Staff and the City's design consultants have finished the design development planning (stepl) of the UMore ball field project and the plans were shared with the City Council. In October of 2011, the City Council approved having the design consultants start the work on the next phase of the project, construction documents (step 2). This step included having WSB /HKgi prepare the construction documents needed to build the first phase of the project. SUMMARY Staff is recommending the City Council ratify the advertisement for bid for the UMore Athletic Complex Well Construction Project. The advertisement for bid and the bidding documents will be on file at the Parks and Recreation Department's office and available for review. Once the project is publicly bid as per the City's Purchasing Policy, staff will bring back the bid results for the City Council to consider accepting and awarding dcontract. ' t 1 2
