ISSUE For City Council consideration is a recommendation - to approve an increase of the per call and per drill (training) amounts from $2.00 to $6.00 for paid -on -call Firefighters effective January 1, 2012: The 2012 operating budget for the City of Rosemount accommodates this proposed wage adjustment. 1 , 1 ' `BACKGROUND a i' A The City of Rosemount operates a paid on -call "volunteer" Fire Department. Firefighters currently receive $2 per call and per drill, in addition to an annual pension contribution -into the Fire Relief Association., As • 1 . discussed at the January 11, 2012 City Council Work Session, increasing Firefighter compensation by $4 per - call and per drill is a good first step in improving the recruitment and retention of paid on -call Firefighters. Since Fire Station 2 opened five years ago, the Fire Department has not met its goal °of having 50 Firefighters. r At the WorleSession, the Council reviewed information that Staff gathered including data•from 14 other communities with comparable population bases that utilize paid on -call Firefighters. The average pay for these Firefighters is '$12 per hour (table attached). Staff has calculated that the,proposed in would' get the Rosemount Fire Department to approximately 50% of parity with other departments for Firefighter pay. At the request of the City,Council, data from 3 neighboring cities (Apple Valley, Eagan and Lakeville) has - been included on the attached table. The City's excellenf fire pension also helps `mitigate sortie of the disparity with other departments. For 2012, Staff recommends that the per call and per drill amounts be increased to $6 effective January 1, J 2012. At Council's directi money was budgeted for 2012 to cover the cost of the proposed increase. As discussed at the Work Session, it is likely that the Fire Department will need to make additional adjustments and changes in the future in the form of full-time staff, duty crews, or, additional pay to ensuk that the Fire Department continues to be viable in the future. 1 4 l : SUMMARY ' "1 It is requested that the Council make a motion to approve on the increase of the per call and per drill (trang) amounts from $2.00 to $6.00 effective January 1, 2012.
