ISSUE Staff recently received five bids for the irrigation well for the UMore ball field project. The bid results for the well project have been tabulated and are included in the attached letter from Nancy Zeigler, Senior Project Manager at WSB. Ms Zeigler's letter outlines the proposed costs of the project based on the results of the bids received. BACKGROUND During the creation of the plans and specifications for the irrigation well at the UMore ball field site, it was recommended to staff that the City should consider bidding the well project separately from the other improvements being planned for phase one of the project. In order to have the well ready for irrigating the site by early fall, the well project needs to be started in February. It is possible to use accelerated construction methods but this potentially increases the cost. The proposed project time line is listed below: Start construction Feb 2012 Finish construction May 2012 (start development immediately) Finish development July 2012 (start test pumping immediately) Finish test pumping August 2012 (start discharge pipe work immediately) Well pumping to system By end of August 2012 This schedule does not leave much room for delay. An early start will allow well construction to avoid interference with the other site work. Roadrestrictions also must be taken into consideration for a well construction project. The equipment is heavy, so delaying the start into load limit season will complicate the schedule and may rule out the cheapest construction method. This means that starting in April may not be possible without permits for overweight vehicles. Permit delays have affected construction schedules on other well projects. Five bids were received. The bids were checked for mathematical accuracy and tabulated. Please find enclosed the bid tabulation indicating Keys Well Drilling Co., St. Paul; Minnesota, as the low bidder with Total Base Bid (Schedules A +B) plus Alternate ' (Schedule C) bid items in the amount of $224,85' 224,85'1.00. ■ r, This cumulative basis of award does not reflect the construction cost for this project (see below). The basis for award of this contract is set as a sum of the base + alternate (i.e. worst " case + best case) to ensure best value for either case. To takeinto account highly variable geologic subsurface conditions, the specifications were written to account for worst -case conditions anti included the expected condition design as an alternate. We expect the well to be ,, constructed based on the less expensive best case (i.e. C + B). "However, there is the chance that this is not possible, so the contract addresses less desirable geological conditions without the ,., need for change orders (i.e.'A + B), should they be encountered. A summary of the two different construction cost scenarios, using the low bid, is as follows: Alternate well design (C) + pump, electric, etc. (B): $63,176 + $49,010 $112,186 construction cost Base well design (A) + pump, electric, etc. (B): $112,665 + $49,010 = $161,675 construction cost. Conditions encountered during well construction will determine the final design for the well, . which is normal for well construction, but the two cost above are not cumulative. The anticipated construction cost will range from $161,675.00 to $112,186.00 based on the bids received.
