At this time, final design is,nearly complete and staff wanted to provide Council with an overview of the potential traffic impacts as 145;' Street and Shannon Parkway are both major collector roadways within the City. a { The proposed traffic control plan includes a 4 week detour on 145t Street for roadway /bumpout /crosswalk construction, a3 week lane shift on 145t Street for trail construction,, and a 2 week detour on Shannon Parkway for roadway construction. The roadways will remain open to local traffic and school buses but the detour will direct thru traffic to CSAH 42. Staff has discussed the proposed traffic control plan with the police and fire department and both departments have indicated that they ,will be able to work around the traffic impacts. The attached plan sheets illustrate the proposed traffic control plan. The proposed detour on 145t Street will likely be the most disruptive phase of the project. Traffic on 145t Street is proposed to bereduced to a single lane for the construction of the concrete crosswalks and curb bumpouts at Cameo Avenue and Canada Avenue. Construction at these intersections will take approximately two weeks as only half of the roadway can be completed while still allowing one lane to be available for local traffic. High -early concrete is proposed to be used on the crosswalk and curb to reduce the amount of curing time from 5 -7 days to 3 -4 days. Construction on 145 Street is currently scheduled to begin the first week of August, after Leprechaun Days, and be completed in September. Construction on Shannon Parkway is anticipated to be completed either prior to Leprechaun Days or in September after the detour on 145t Street. One option available would be to consolidate construction on 145t Street and complete thework before Leprechaun Days. The risk with this option is that construction may not be completed by Leprechaun Days if there are construction delays outside of City control. 1 Other potential impacts due to the detour have been listed below: • Traffic accessing downtown businesses will need to use alternate routes from the west and will notice detour signage on TH 3. Additional signage on TH 3 will be provided to state that access is available to the downtown businesses. Staff has not yet met with downtown G: \ENGPROJ \437 \20120215 CWS Traffic Control.docx business on 145 Street as they are not within the project limits. Notification will be mailed to business owners prior to construction. An open house meeting °could also be held should council wish to provide additional project details and request feedback. • Buses, similar to local traffic, will have access to -145 Street and Shannon Parkway but turning movements will be limited due to the needed traffic control signage. Staff will work with the school district to create plans for buses to limit the amount of turns needed at the intersections to these roadways. •' Adjacent local roadways may see an increased amount of traffic., One option to eliminate the detour on 145 Street would be to phase the crosswalk /bumpout construction differently. A section of crosswalk in the middle of the road could be completed first with traffic shifted to either side. Due to the existing roadway width, this would also require the exiting traffic lanes to be temporarily widened into the boulevards. Additionally, paving would need to be completed in three passes instead of two. This will create two additional joints in the pavement which creates more locations for cracking to occur. This work is estimated to cost an additional $30;000. SUMMARY: At this time, staff is requesting that Council review the proposed traffic control plan.
