Minutes of the February 21, 2012 Regular Meeting Proceedings M ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 21,2012 , x , "CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held o Tuesday, February 21,'2012 at 7:30 p.m. in the Council Chambers of City Hall, 2875 145 Street r West, Rosemount. + Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe - Corrigan and IA A Kearney attending. Council Member Weisensel was absent. Staff present included City ` Administrator Johnson, City'Clerk Domeier, City Attorney LeFevere, Director of Public Works and ' City Engineer Brotzler,: Community Development Director Lindquist and Director of Parks and Recreation Schultz. ThePledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Johnson stated there were to changes to the Consent Agenda: The addition of 6.j. Medical Leave of Absence for a Firefightermand correction to 6.h. Settlement Agreement with , Arcon Development, Inc. �, i c 4 1 Motion by Droste. Second by Kearney. Motion-to Adopt the Agenda with two additions. Ayes: 4 . Nays: 0. Absent:'Weisensel.'Motion carried. z i PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGEMENTS 3.a. Presentation by Beverley Miller of MVTA , Be Miller of MVTA provided an update on the status of service in Rosemount. Discussion was also held regarding focal trip fees, trip schedules, bus passes, fees`for seniors and fees for students. Ms. explained that the Met Council sets the fares. The Rosemount Park and Ride project will be discussed at the March 13, 2012 Plaiining Commission meeting. . . . e PUBLIC, COMMENT Pete Rothers, 14396. Bayberry Court, Rosemount, expressed concerns about the aggressive police enforcement he has observed in Rosemount. Mr. Rothers stated he was pulled over three times int r one month after leaving the gym noting that the police cars were driving too close behind his car. Mayor Droste stated that City Council met with local business owners last week regarding the same concerns. The Police Chief is reviewing and investigating the situation and more information will be provided at the work session on March 14 beginning at° 6:30 p.m. Myron Napper, 3381 145 Street East, Rosemount, expressed concern about the projected 265 trucks' that will use the 42/52 interchange when the gravel mining occurs on the University project. Assistant Fire Chief Reappointment • h. Updated Settlement Agreement with Arcon Development, Inc. i. Danner Mineral Extraction Permit Renewal for 2012, Case 12 -01 ME j. Medical Leave of Absence for a Firefighter Ayes: DeBettignies, Shoe - Corrigan, Droste, Kearney Nays: None. Absent: Weisensel. Motion carried. NEW BUSINESS 9.a. Council Goals for 2012 -13 City Administrator Johnson summarized the goals for the City Council for 2012 -13. Council Member Shoe - Corrigan suggested adding wording that would show that community is inclusive. City Administrator Johnson` stated he and Communications Coordinator' Cox will work on adding the' words into the goals statement. Motion by DeBettignies. Second by Shoe-Corrigan. Motion to Approve the Attached Statement of Goals for'2012 -13 for the Rosemount City Council. Ayes: Shoe - Corrigan, Droste, Kearney, DeBettignies. Nays: None. Absent: Weisensel. Motion carried. ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. The State of the City will be March 6, 2012 beginning at 11:30 in the Steeple Center, at 13885 South Robert Trail, Rosemount. The next City Council meeting will be held on March 6, 2012.
