SUMMARY Redistricting is the process of redrawing the boundaries of election districts, and is done in the United States after completion of the decennial Census. The voters who live in each district then elect individuals to represent the people of the district in a legislature or other governing body. The purpose of redistricting is to ensure that the people of each district are equally represented. In Minnesota, the state legislature has statutory responsibility for redistricting congressional, legislative and Metropolitan Council districts. County boards are responsible for redistricting county commissioner districts, city councils for redistrictin g city wards, and school boards for redistrictin g board member districts. In addition, cities and ty townships will establish (or reestablish) their precinct boundaries as part of the redistricting as will p � ) p p gP rocess counties that have unorganized territory. Staff used census data in determining the redistricting of precincts in Rosemount. We looked specifically at the total population to balance registered voters while taking into account short term and long term population growth. Precinct boundaries should be recognizable by physical features. The features include streets, lakes, rivers, streams, railroad tracks and power lines. In addition, all precincts should be sets of census blocks that are not split in the formation of a precinct. Staff recommends boundary changes for Precincts 1, 2, 5A and 5B. Staff also recommends the addition of Precinct 7. Staff does not recommend any changes to the established boundaries for Precincts 3, 4 and 6. With the combination of Precincts 5A and 5B the City will still have a total of seven precincts. To determine the location of polling locations staff factored the following: 1) polling locations that could be located within the precinct; 2) polling locations that are located within one mile of the precinct boundary; 3) size of the polling location for voting and handling of long lines; 4) size of polling location parking lot; 5) polling location accessibility for voters; and 6) polling location availability. Staff recommends the following polling locations: Precinct 1: Rosemount Community Center, 13885 South Robert Trail Precinct 2: St. John's Lutheran Church, 14385 Blaine Avenue East Precinct 3: Shannon Park Elementary School, 13501 Shannon Parkway Precinct 4: Rosemount Steeple Center, 14375 South Robert Trail Precinct 5: Our Saviors Church, 14980 Diamond Path Precinct 6: Rosemount United Methodist Church, 14770 Canada Avenue Precinct 7: Community of Hope Church, 14401 Biscayne Avenue West The polling locations will go into effect immediately. Any changes to the polling locations must be made 90 days before the next election. Staff has used the above - locations for other elections over the past years with the exception of St. John's Lutheran Church. The City's redistricting plan must be submitted to the Minnesota Secretary of State's Office by April 3, 2012. The City's plan will be posted on the City's website and will be included in the summer newsletter. Dakota County will mail out notices to affected voters 25 days prior to the August 14, 2012 Primary Election. Staff recommends approval of the above - stated motions. 2 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2012 - A RESOLUTION APPROVING THE ESTABLISHING OF PRECINCTS WHEREAS, the legislature of the State of Minnesota has been redistricted; and WHEREAS, the Minnesota Statute section 204B.14, subd. 3 (d) requires that precinct boundaries must be reestablished within 60 days of when the legislature has been redistricted or at least 19 weeks before the state primary election, whichever comes first. NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount, County of Dakota, State of Minnesota hereby establishes the boundaries of the voting precincts and polling places as follows: Precinct 1— Rosemount Community Center, 13885 Robert Trl S From the northwest corner of the City boundary east to State Highway 3, then south along Highway 3, then west on 145th Street to Shannon Parkway, then north on Shannon Parkway to McAndrews Road (CR 38), then west to the western part City boundary, then north along the western City boundary to the beginning. Precinct 2 — St John's Lutheran Church, 14385 Blaine Ave E From the northeastern corner of the City boundary south along the eastern City boundary to the southern City boundary, then west along the southern City boundary to the railroad tracks just west of State Highway 3, then northeast along the main railroad tracks to the northern City boundary, then east to the beginning. Precinct 4 — Rosemount Steeple Center, 14375 South Robert Trl From the intersection of 145th Street and Shannon Parkway east along 145th Street to the railroad tracks, then south along the railroad tracks to 150th Street (CSAH 42), then west along 150th Street (CSAH 42) to Shannon Parkway, then north along Shannon Parkway to the beginning. Precinct S — Our Saviors Church, 14980 Diamond Path From the intersection of 150th Street (CSAH 42) and the western City boundary east along 150th Street West (CSAH 42) to Shannon Parkway, then south along Shannon Parkway to the southern City boundary, then west along the southern City boundary to Shannon Parkway, then north along Shannon Parkway. Precinct 7 — Community of Hope Church. 14401 Biscayne Ave West From the intersection of 145th Street and South Robert Trail (State Highway 3), north along South Robert Trail (State Highway 3) to the northern part of the City, then east to main rail road tracks, then southwest to 145th Street, then west to the beginning. Attached to this resolution, for illustrative purposes, is a map showing said precincts and the location of each polling place. NOW, THEREFORE BE IT RESOLVED, that the City of Rosemount hereby designates the all 2012 elections all subsequent 1 ctions until changed b following precinct locations for a 012 e ectio san d elections g by the City Council of the City of Rosemount.
