BACKGROUND
Senator Chris Gerlach and Representative Kurt Bills have both agreed to attend this Council meeting to
update the Council on Legislative matters. The new legislative redistricting did not specifically affect
Rosemount, although it is possible that County Board districts will change.
Some issues coming up in the Legislature this year include new levy limits, restrictions on local bonding,
and budget reporting requirements. There are also some proposals to amend the Market Value Exclusion
Program which replaced,the Market Value Homestead Credit program last year In addition, a bonding
bill has been proposed. While we do not have any specific City initiatives in this year's bonding bill, some
area institutions such as DCTC and the Minnesota Zoo do have proposals. Some changes in planning and
zoning authority cities have also been proposed, one of which would specify when a City may issue a
moratorium to allow time to address zoning changes.
