UMore AUAR Land Use Scenarios RDSEN4EUNT EXECUTIVE SUMMARY UTILITY COMMISSION Utility Commission Meeting: Marchl2, 2012 AGENDA ITEM: UMore AUAR Land Use Scenarios AGENDA SECTION: WS l MS PREPARED BY: Andrew J. Brotzler, PE, Director of Public AGENDA NO. (( Works /City Engineer ATTACHMENTS: Proposed Land Use Maps APPROVED BY: +. RECOMMENDED ACTION: Information and review. ISSUE The City of Rosemount, Empire Township, and the University of Minnesota are cooperating on an alternative urban area wide review (AUAR) for the 5,000 acre UMore Park. The first step in the AUAR process is developing the various land use scenarios that will be evaluated. Three scenarios have been developed and are attached for the Utility Commission's information. DISCUSSION The City of Rosemount, Empire Township, and the University of Minnesota is conducting an AUAR for UMore Park. UMore Park covers 5,000 acres, with the 3,000 acres located north of CSAH 46 located within Rosemount and the 2,000 acres located south of CSAH 46 located within Empire Township. The City is the responsible government unit (RGU) for the AUAR. To begin the AUAR process, three generalized land use concepts (scenarios) have been developed by UMore's planning consultant Hoisington Koegler, Inc. (HKgi). City staff, the Township's planning consultant, and UMore staff have been involved in scenario development. The three scenarios are based (in varying degrees) on the UMore Concept Master Plan prepared by Design workshop in January 2009 which planned for a community of approximately 30,000 people. The City has never taken any formal action on the Concept Master Plan. The first scenario, Land Use Concept 1, is the most similar to the Concept Master Plan. Concept 1 includes four different residential land uses: low density, low- medium density, medium density, and high density. The low, medium, and high density residential land uses exist in our Comprehensive Plan, while the low- medium density district is new. Low density is typically single family homes, medium density is typically townhomes, and high density is normal ' tYP Y g Y tY Y g tY apartments or multiple story condominiums. The low- medium density district is intended for small lot single family, duplexes, or quads. Land Use Concept 2 has identical land uses as Concept 1 and therefore the maps are the same. The difference between Concept 1 and Concept 2 is that Concept 1 develops at the maximum residential density allowed in each residential land use category, while Concept 2 develops at a more traditional density; what is currently experienced in the City. Land Use Concept 3 adds more business park and light industrial in place of some of the residential. Concept 3 also anticipates residential development at the maximum residential density allowed. The purpose of Concept 1 and Concept 3 is to project more development than the traditional and what the impacts on City infrastructure would be. Additionally, through the AUAR process it is beneficial to define the "higher end" of acceptable development to ascertain development impacts and necessary mitigation measures. If the maximum development is defined future development can occur within that upper boundary. If future development is greater than that reviewed by the AUAR, an amendment to the AUAR would need to occur which is a costly and timely process. On the other hand, staff does not want to project development that is too intense so that it would create adverse impacts on the environment and would require extensive mitigation measures. Concept 2 will generate demand more consistent with current development patterns and demand on the future infrastructure system. This benchmarking can also be used as the basis for future decision making as to what is the appropriate level of development for UMore and what is the appropriate infrastructure system required. Land Use Concepts' Housing, Population, and Employment Projections Housing Units Population Employment Land Use Concept 1 14,299 34,518 18,242 Land Use Concept 2 10,571 25,278 18,242 Land Use Concept 3 13,224 31,422 24,483 City Council and Commission Review Schedule March 12: Utility Commission March 14: City Council Work Session March 26: Parks and Recreation Commission March 27: Planning Commission April 3: Port Authority The UMore LLC and /or University of Minnesota will be reviewing the scenarios, but the date of that meeting has not been decided. The University will need to coordinate with Empire Township for the Townships review of the scenarios. The AUAR will not begin until the University of Minnesota and Empire Township have authorized the scenarios can be included. SUMMARY Staff is presenting the AUAR land use scenarios to the Utility Commission for information and review. As noted above, the City Council is scheduled to review the land use scenarios at the March 14 City Council Work Session. Following review by the City Council and Commissions, a public informational meeting will be conducted and the City Council will then be requested to authorize the commencement of the AUAR with the final land use scenarios. 2 - - r a 1 _ d IS g _ c _ a' A LLo v z. - m E n ` w 9 f Q 72 u `- U D 3 _ G HI f E a & E c_ a u u° N o o f a m E E `u w n E E E Y z> u K 0 0 0 v 11 II1III I J O Z 1 a s.
