BACKGROUND
The city is a member of the Minnesota Valley Transit Authority (MVTA) and is the last community in the
Authority to have a permanent park and ride. The city has been working with the agency for several years
and was awarded Congestion Management and Air Quality (CMAQ) federal funds to install a permanent
park and ride, new buses and three year budget to pay for operations.
The proposed park and ride design is a 102 parking stall lot on about 55,000 square feet of land located on
the southeast corner of 145t Street and Burnley Avenue (directly south of City Hall). The land is owned
by the Rosemount Port Authority and funding for construction of the park and ride is through a 2013
CMAQ grant and a $250,000 grant from the Dakota County Community Development Agency grant for
design enhancements. The 20% local match will be through the Regional Transit dollars allocated by the
Metropolitan Council. While the project received funding for fiscal year 2013, it appears likely that the
project will be constructed in 2012.
The Planning Commission reviewed and approved the site plan for the project at their meeting on March
13, 2012. Per ordinance, they are the final approval agency for site plans. The item is being presented to
the Port Authority for information and acceptance since the underlying ownership of the property is
currently with the Port Authority. The following briefly describes some of the attributes of the project.
The full site plan report to the Planning Commission is attached for the Port Authority's information.
The 102 space parking lot will also include a bus pick up and passenger car drop off along Burnley
Avenue. A shelter will be installed at the northwest end of the site, which will allow indoor climate
controlled waiting as well as a covered outdoor shelter. The architecture is similar to many bus shelters but
will have brick and stone materials, along with a significant amount of windows, and is consistent with the
standards of the City's Downtown zoning ordinance. There will be hard surfacing in and around the
shelter to allow for outside seating. It has been discussed that this seating will also be convenient during
some of the larger community events held at central park and city hall.
Planning staff has reviewed the site plan for consistency with performance standards associated with the
parking dimensions, lighting, and landscaping. There are minor adjustments being requested through the
site plan process to address these concerns. Staff anticipates that all issues are easily resolvable without
significantly affecting the project design.
RECOMMENDATION
This item is being brought before the Port Authority due to the ownership of the property where the park
and ride will be located. The plans have already been reviewed and approved by the Planning Commission.
Staff is requesting the Port Authority accept the site plan for the MVTA park and ride. In the future, staff
will be requesting the Port Authority approve a lease with MVTA for use of the site.

RECOMMENDED ACTION: Motion to approve the Site Plan for the Rosemount Depot
Park and Ride subject to the following conditions:
1. The applicant should work with staff to provide the appropriate lighting for the site. At
a minimum the lighting shall be installed on two circuits so that the lighting needed
for street lighting can remain on all night and the light for the park and ride can be
turned off not later than 30 minutes after the last scheduled bus in the evening and
not turned on sooner than 45 minutes before the first scheduled bus in the morning.
2. The center parking stalls do not meet the minimum depth. These stalls need to be
increased in depth or the western seventeen stalls need to be reduced to compact
car stalls and signed as such.
3. Four additional trees to need to be installed to provide a minimum of eighteen (18)
trees. Some of the additional trees should be installed into the parking lot islands to
provide shading of the parking lot.
4. Compliance with the. City Engineer's Memorandum dated March 8, 2012.
SUMMARY
The City's transit provider, Minnesota Valley Transit Agency (MVTA), is proposing to construct a 102
parking stall park and ride on about 55,000 square feet of land located on the southeast corner of 145
Street and Burnley Avenue.
BACKGROUND
The City is working with MVTA to construct a 102 parking stall park and ride on about 55,000 square feet
of land located on the southeast corner of 145 Street and Burnley Avenue (directly south of City Hall).
The land is owned by the Rosemount Port Authority and funding for construction of the park and ride is
through a 2013 CMAQ grant and a $250,000 grant from the Dakota County Community Development
Agency grant for design enhancements. The 20% local match will be through the Regional Transit dollars
allocated by the Metropolitan Council. While the project received funding for fiscal year 2013, it appears
likely that the project will be constructed in 2012. The other components of the CMAQ grant will be
financed in 2013; purchase of new buses servicing the park and ride and three years of operating expenses
associated with the park and ride operation. The zoning for this property is DT: Downtown.
Access, Parking Lot, Passenger Drop Off and Bus Loading
The park and ride is designed so that the passenger's car can be parked within the lot and that bump outs
on the east side of Burnley Avenue can be installed to provide car drop off to the south and bus loading to
the north. The parking lot will have two accesses to Burnley Avenue, the southernmost access at 146
Street and the north access in the middle of the block.
The 102 parking lot includes two aisles with five handicapped stalls located nearest the waiting shelter and
the bus loading. All the stalls are designed at eighteen feet in depth. The City Code requires regular stalls
to be nineteen feet in depth but allows a maximum of a two foot overhang when the stalls face a curb.
This regulation means that the 26 parking stalls in the center of the parking lot are one foot too short. A
condition of approval has been prepared that requires either these stalls to be redesigned to nineteen feet
in depth or that the western 17 stall be designated as compact stalls which are allowed to be seventeen feet
in depth. The combination of the 17 stalls as compact will allow the remaining stalls to meet the 19' stall
depth.
Passenger Waiting Shelter
Directly adjacent to the southeast comer of 145 Street and Burnley Avenue will be a 770 square foot
passenger waiting shelter. The shelter is roughly divided in thirds with the north third being an outdoor
covered waiting area, the middle third being an interior unisex bathroom and utility closet, and the south
third being an enclosure and heated passenger waiting area. The general design is intended to mimic that
of an early twentieth century railroad depot. The bottom two feet of the shelter will be a face brick
wainscoting and the center six feet of the shelter will be predominantly glass windows and doors. The
remaining portions of the exterior will be stone. The roof is a pitched gable roof with asphalt shingles.
This design meets the requirements of the DT: Downtown zoning district.
Landscaping
The landscaping of the site includes fourteen trees installed along 145 Street and Burnley Avenue, sod
between the parking lot and the streets, and no mow turf between the parking lot and the railroad tracks to
the east. In a portion of the area between the parking lot and the railroad tracks will be a retaining wall
less than four feet in height.
This landscaping plan is deficient. The City Code requires a minimum of one tree per 3,000 square feet of
land area and trees within the parking lot to provide shading and cooling. To fulfill this requirement, four
additional trees to bring the total to 18 trees and some of the additional trees should be installed within the
parking lot islands.
Lighting
The lighting for the park and ride includes 26 acorn decorative lighting fixtures, the same style as the rest
of the Downtown. The proposed amount of light is well in excess of the other areas in Downtown. While
there is an interest in safety it is unclear why there is so much lighting proposed in this public space as
compared to other public spaces such as the City Hall parking lot, the commercial parking lots along 145
Street, and the new Waterford Commons parking lot.

The on street lighting proposed is about one fixture every 40 feet along Burnley Avenue. For comparison,
the spacing of the street lights along 145 Street and South Robert Trail is about one fixture every 75 feet
and fixtures are spaced even further in the other areas Downtown. MNTA's engineers state that this level
of lighting is required to meet the IES passenger lighting standards, but they have not yet provided the
actual standards. Staff is very concerned that the site lighting will be extreme and out of character with the
surrounding area. It is recommended that the applicant continue to work with the City to determine an
appropriate lighting plan. Staff would like to explore, at a minimum, that fixtures will need to be on at least
two circuits so that the minimum amount of street lighting can remain on overnight and the remaining
lights can be shut off when the buses are not scheduled.
RECOMMENDATION
Staff recommends that the Planning Commission approve the Site Plan Review with the prepared
conditions.

SUBMITTAL:
Prepared by Stantec, the Rosemount Park and Ride, received February 7, 2012. Engineering review
comments were generated from the following documents included in the submittal:

ROADWAY GRADING COMMENTS:
1. The existing curb and gutter at the driveway entrance on 145 Street should be shown on
the removal plan.
2. The concrete crosswalk and storm sewer at the intersection of Burnley Avenue and 145
Street will require roadway replacement. These should be shown on the removal plan and
paving plan.
3. A new pedestrian ramp should be included on the west side of Burnley Avenue at 145
Street.
4. It is recommended that the bituminous mix for parking lot be specified with a gyratory mix
design and an asphalt grade of C.
5. It appears that the curb in the drop -off lane is flat. Additionally, the low point at the south
end of the site appears to be located in the street. Please provide some additional
information to show how the drainage will work in this area. Additional catch basins may be
required at the south entrance.
UTILITY COMMENTS:
1. The storm sewer plan should include the replacement of the existing storm sewer from
CBMH -101 to EXMH -6. This storm sewer should be adequately sized for the drainage area.
2. It is unclear what materials the storm sewer, water service, water main, and sanitary service
will be made of are to be used in the public right -of -way. Pipe materials should be shown on
the plan.
3. It appears that there are many private utilities within the Burnley Avenue right -of -way.
Coordination should be completed with utility owners to verify that storms sewer installation
can occur without the relocation of small utilities.
TRAFFIC COMMENTS:
1. Utility construction on Burnley Avenue will require the roadway to be closed. A traffic
control plan including temporary signage is required to be submitted for review.
2. The concrete crosswalk installation will need to be completed half at a time to allow Burnley
Avenue to remain open during construction. A traffic control plan for this work is required
to be submitted for review.
3. Epoxy striping is required on City roadways. This should be shown on the plan.
4. A "Motorcycle Parking Only" sign is shown in the sign schedule. It is not clear where this
sign will be placed.
LANDSCAPE PLAN COMMENTS:
4. The City's standard streetlight for downtown is the Colonial luminaire. The lighting plan
should be updated with this streetlight fixture.
5. A detail of the retaining wall should be included in the plan. A submittal of the block color
should also be forwarded to the City for review.

Commissioner Ege asked who would be responsible for snow plowing the lot and whether or not
there is potential for the park and ride to expand as Rosemount grows. Mr. Zweber stated that
MVTA may be able to answer the snow maintenance question. With respect to expansion, Mr.
Zweber stated that it is not the intent to expand this park and ride location and as Rosemount grows
towards the east, the City would look at either a replacement of this site or an additional site to
accommodate that need.
Commissioner Miller asked about the type of lighting fixture that is proposed and expressed his
concern with the safety issues of having a singular bathroom that locks. Mr. Zweber stated that the
proposed lighting is a decorative acron style of fixture consistent with other downtown locations.
With respect to the bathroom, Mr. Zweber stated that even with the funding provided by CDA grant,
there were only enough funds for one unisex bathroom.
Commissioner Dinella asked if the handicapped parking spots and other details of facility will meet
ADA requirements. Mr. Zweber confirmed that the number of spaces meets the ADA standards and
that staff will work with MVTA to insure all features meet the ADA requirements.
Commissioner Weber asked how many people currently use the parking lot at the Community Center
and Mr. Zweber replied that he didn't have an exact number available but that the number of people
using the space has grown over the few years it has been open. Commissioner Weber also asked if
there are any concerns with the lot being so close to the railroad tracks and whether or not two way
traffic will be able to continue when drop offs are occurring. Mr. Zweber stated staff hasn't
experienced any safety concerns with other businesses in Rosemount close to the railroads and there
will be a retaining wall not taller than four feet between the edge of the lot and the tracks. Mr. Zweber
stated that this transit use would be better located adjacent to railroad than a residential use such as
Waterford Commons. Mr. Zweber stated that the bump outs provided to accommodate the drop offs
by bus or car will actually be expanding the width of the road, so two -way through traffic should be
able to continue at all times.
Commissioner Ege asked about the opportunity for a coffee shop to come to the premises in the
future. Mr. Zweber stated that it may not be possible to have commercial activity right onsite, but
staff has discussed the possibility of adding commercial features in the future within walking distance,
such as that shown within the Central Park planning study area completed a number of years ago.
Commissioner Powell asked if the trees being placed in the middle of the lot are shorter trees to avoid
blocking the lighting. Mr. Zweber responded that the light poles are a shorter type and the trees will
compliment that such as trees that have a cone shaped canopy rather than an overflowing shape.
Pat McGraw from Stantec, consultant for MVTA, approached the Commission to answer the
question about snow removal. Mr. McGraw stated that it is generally assumed that MVTA will
maintain the facility with some City assistance in maintaining the sidewalk area. Mr. Zweber added
that City staff would help to remove any snow that is plowed from the lot into the boulevard area.
The public hearing was opened at 6:54p.m.
There were no public comments.

Ayes: 7. Nays: None. Motion approved. Public hearing was closed at 6:55p.m.
Commissioner Ege if the City would ever consider assessing non residents with an additional parking
fee if it ever became an issue as it did in the past in Apple Valley with Lakeville residents using the
Apple Valley park and ride. Mr. Zweber stated he did not believe it would become an issue in
Rosemount as in the Apple Valley situation, the people from Lakeville were riding the bus in Apple
Valley and were not paying the transit tax as Apple Valley residents were. He stated the additional
assessment was never enforced and has become less of an issue with more cities becoming part of the
transit system.
Commissioner Miller, with respect to the conditions of approval, expressed his concern with the safety
of having the parking lot dark at night as in Condition #1. He stated the parking stalls are of adequate
size and do not need to be increased as requested in Condition #2 and that the four additional trees as
requested in Condition #3 are unnecessary. Commissioner Miller stated the only condition he would
support would be Condition #4 to comply with the City Engineer's Memorandum.
In response, Mr. Zweber stated that Condition #1 for reduction of lighting can certainly be in the
discretion of the Commissioners, but that the parking and landscaping requirements are per City Code
and the only way to eliminate those conditions would be through a PUD or variance, neither of which
is being requested by the applicant.
Commissioner Ege agreed with Commissioner Miller's concern about safety and suggested that police
routinely patrol the area. Mr. Zweber stated that the condition #1 does not require a reduction of the
lighting during the operation of the park and ride, only after the last scheduled bus has come and
gone. He stated it becomes cost efficient for the City to have the lighting reduced when they are not
being used for the park and ride.
Commissioner Powell stated his approval for all of the recommended conditions.
MOTION by Powell to approve the Site Plan for the Rosemount Depot Park and Ride
subject to the following conditions:
1. The applicant should work with staff to provide the appropriate lighting for the site. At a
minimum the lighting shall be installed on two circuits so that the lighting needed for street
lighting can remain on all night and the light for the park and ride can be turned off not later
than 30 minutes after the last scheduled bus in the evening and not turned on sooner than
45 minutes before the first scheduled bus in the morning.
2. The center parking stalls do not meet the minimum depth. These stalls need to be increased
in depth or the western seventeen stalls need to be reduced to compact car stalls and signed
as such.
3. Four additional trees to need to be installed to provide a minimum of eighteen (18) trees.
Some of the additional trees should be installed into the parking lot islands to provide
shading of the parking lot.
4. Compliance with the City Engineer's Memorandum dated March 8, 2012.
Second by Ege.
Commissioner Demuth asked if the lighting could be increased in the future if the City saw an
increase in crime in the area. Mr. Zweber stated the issue could certainly be revisited if the timing of
the lights is not set up right.
Commissioner Weber asked if the building would be locked after hours and Mr. Zweber confirmed
that it would be locked and staff is working with MVTA to determine which entity will be in charge
of locking and unlocking the facility.

Mr. Zweber clarified that the Planning Commission is the fmal approving body for site plan reviews.
However, since this property is owned by the Port Authority and the project is advance funded by
the City Council, both groups will be reviewing the item at their meetings on March 20, 2012.
