ISSUE
The City of Rosemount, Empire Township, and the University of Minnesota are cooperating on an
alternative urban areawide review (AUAR) for the 5,000 acre UMore Park. The first step in the
AUAR process is developing the various land use scenarios that will be evaluated. Three scenarios
have been developed and the Port Authority is being asked to review them and provide any comments
prior to their adoption by the City Council for inclusion in the AUAR.
DISCUSSION
The City of Rosemount, Empire Township, and the University is conducting an AUAR for UMore
Park. UMore Park covers 5,000 acres, with the 3,000 acres located north of CSAH 46 located within
Rosemount and the 2,000 acres located south of CSAH 46 within Empire Township. The City is the
responsible government unit (RGU) for the AUAR. To begin the AUAR process, three generalized
land use concepts (scenarios) have been developed by the UMore's planning consultant Hoisington
Koegler, Inc. (HKgi). City staff, the Township's planning consultant, and UMore staff have been
involved in scenario development.
The three scenarios are based (in varying degrees) on the UMore Concept Master Plan prepared by
Design workshop in January 2009 which planned for a community of approximately 30,000 people.
The City has never taken any formal action on the Concept Master Plan. The first scenario, Land Use
Concept 1, is the most similar to the Concept Master Plan. Concept 1 includes four different
residential land uses: low density, low- medium density, medium density, and high density. The low,
medium, and high density residential land uses exist in our Comprehensive Plan, while the low
medium density district is new. Low density is typically single family homes, medium density is
typically townhomes, and high density is normal apartments or multiple story condominiums. The
low- medium density district is intended for either small lot single family, duplexes, or quads.
Scenario Concept 2 has identical land uses as Concept 1 and therefore the maps are the same. The
difference between Concept 1 and Concept 2 is that Concept 1 develops at the maximum residential
density allowed in each residential land use category, while Concept 2 projects development at a more
historic residential density, consistent with what is currently experienced in the City. Land Use
Concept 3 adds more business park and light industrial in place of some of the residential. Concept
3 also anticipates residential development at the maximum residential density allowed. The purpose of
Concept 1 and Concept 3 is to project more development than what is traditional and what the
impacts on City infrastructure would be.
Additionally, through the AUAR process, it is beneficial to define the "higher end" of acceptable
development to ascertain development impacts and necessary mitigation measures. If the maximum
development is defined, future development must fall below that upper boundary. If future
development is greater than that reviewed by the AUAR, an amendment to the AUAR would need to
occur which is a costly and timely process. On the other hand, staff does not want to project
development that is too intense creating adverse impacts on the environment and prompting extensive
mitigation measures to be undertaken.
Concept 2 will generate demand more consistent with current development patterns and demand on
the future infrastructure system. This benchmarking can also be used as the basis for future decision
making as to what is the appropriate level of development for UMore and what is the appropriate
infrastructure system required.

The University will also be circulating the scenarios to appropriate personnel to ensure they are
comfortable with the differing land use options prior to commencement of the AUAR review process.
RECOMMENDATION
Staff is requesting that the Port Authority review the three scenarios. Staff is requesting any
comments that might impact the scenarios before the AUAR work begins. Staff will also be working
to have a community meeting that will unveil the scenarios and also provide information about the
timing of the AUAR process and what issues are reviewed.
