Cl , Administrator ATTACHMENTS: None APPROVED BY: 001 RECOMMENDED ACTION: Motion to Approve the Labor Agreement for the AFSCME, Local No. 3857 Collective Bargaining Unit for the Years 2012 through 2013 and to Authorize the Necessary Signatures. ISSUE The City of Rosemount and AFSCME, Local No. 3857 have negotiated in good -faith and have come to a tentative agreement. BACKGROUND Negotiations with the AFSCME union have been completed for a 2012 through 2013 contract. The Collective Bargaining Unit and City have reached a tentative agreement on the following items: 1. ARTICLE 13 — SENIORITY (clarifying language) *There are two different types of seniority (Employer Seniority and Job Classification Seniority) established in the contract, this clarifies which seniority is used in the circumstances defined below. 13.1 Job classification sgeniority will be the determining criterion for transfers, promotions and lay offs only when the job - relevant qualification factors between employees are equal. 13.2 Job classification sgeniority will be the determining criterion for recall when the job - relevant qualification factors between employees are equal. Recall rights under this provision will continue for twenty -four (24) months after lay off. Recalled employees shall have ten (10) working days after notification of recall by registered mail at the employee's last known address to report to work or forfeit all recall rights. 2. ARTICLE 27 - FUNERAL LEAVE (add "grandchildren" to language) 27.1 A maximum of three (3) days leave with pay may be granted upon request in the event of a death in the employee's immediate family consisting of spouse, mother, father, brother, sister, children, grandchildren, grandparent and employee's mother -in -law and father -in- law. Up to two additional days of leave may be granted, with approval by the EMPLOYER, in the death of the employee's spouse, children, or parent. 3. ARTICLE 31- DURATION (Two year contract) Two year contract: January 1, 2012 thru December 31, 2013. 4. Appendix A — Wages 1% increase on January 1, 2012. 1% increase on January 1, 2013 and 1% increase on July 1, 2013. SUMMARY On April 14th, the AFSCME members voted and approved these contract changes. Therefore, it is requested that Council approve the labor agreement for the AFSCME, Local No. 3857 Collective Bargaining Unit for the years 2012 through 2013 and to authorize the necessary signatures. 2
