I ,, Administrator �('• tz ATTACHMENTS: None APPROVED BY: Ora RECOMMENDED ACTION: Motion to Approve the Labor Agreement for the LELS Local #223 Collective Bargaining Unit for the Years 2012 through 2013 and to Authorize the Necessary Signatures. ISSUE The City of Rosemount and LELS Local #223 (Police Sergeants) have negotiated in good -faith and have come to a tentative agreement. BACKGROUND Negotiations with the Law Enforcement Labor Services, Local #223, have been completed for a 2012 through 2013 contract. The Collective Bargaining Unit and City have reached a tentative agreement on the following items: Duration: Two year contract: January 1, 2012 — December 31, 2013 Wages: 1% increase on January 1, 2012. 1% increase on January 1, 2013 and 1% increase on July 1, 2013. Uniform Allowance: Increase by $50.00 in 2012 and by an additional $50.00 in 2013. Language Clarifications: Language clarifications were needed in two places in the contract to reflect existing policies and practices. Eligible employees currently participate in both of these, but the sergeant contract language had not been updated in the past to reflect the actual practice and policy. There is no monetary impact from either change. 1. ARTICLE 12 — SICK LEAVE 12.8 On January 1st and July 1st, only-of each year, employees may elect to sell accumulated sick leave to the EMPLOYER if the employee's accumulated sick leave is in excess of sixty (60) days or 480 hours. This buyout provision will be computed by multiplying the number of hours being sold times the employee's regular rate of pay times a conversion rate based upon the employee's number of e ears of service. This conversion rate (or percentage) will be determined as follows: Y � p g) 1 thru 5 years of service: 15% X rate X hours 6 thru 10 years of service: 30% X rate X hours 11 thru 15 years of service: 45% X rate X hours 16 years of service & above: 60% X rate X hours *Employees from all four bargaining units, as well as non -union employees, are eligible to participate in this program. 2. APPENDIX A — WAGES FIELD TRAINING OFFICER PAY Employees while assigned by the Employer to the position of Field Training Officer shall be paid for an additional hour at their current hourly rate per shift. *Sergeants are not normally assigned as a Field Training Officer (F10) but in the occasional situation that they work in this capacity, they do receive the compensation as noted above. This is also the pay formula that Police Officers receive in the PTO assignment. SUMMARY Last week, LELS Local #223 voted and approved these contract changes. It is requested that Council approve the labor agreement for the LELS Local #223 Collective Bargaining Unit for the years 2012 through 2013 and to authorize the necessary signatures. 2
