RECOMMENDED ACTION: Motion to Approve Wage Adjustments Increasing the Salary
Ranges for Non -union Positions 1% for the Year 2012 Effective January 1, 2012 and a 1%
Increase on January 1, 2013 and a 1% Increase on July 1, 2013. Approve the Addition of
"Grandchild" in the Funeral Leave Policy Language for Non -union Employees.
ISSUE
Approval of Non -Union Position Salary Ranges for 2012 with an increase of 1% effective January 1,
2012 and for 2013: a 1% increase on January 1, 2013 and a 1% increase on July 1, 2013. Also,
approval of adding "grandchild" to the funeral leave policy language for non -union employees.
BACKGROUND
Regular, full-time employees with the City of Rosemount fall into one of five groups: LELS Union
(police patrol), LELS Supervisory Union (police sergeants), Teamsters Union (public works),
AFSCME Union (general services) or non -union employees (supervisory or confidential positions).
The pay adjustments for the four collective bargaining units are negotiated. The City Council
approved the LELS Patrol contract on March 6th and the Teamsters contract on April 17` Two
other negotiated settlements (AFSCME and LELS Supervisors) are proposed for approval on this
evening's agenda. Each settlement or proposed settlement provides for a 1% increase in wages on
January 1, 2012 and a 1% increase on January 1, 2013 and a 1% increase on July 1, 2013.
Funeral Leave Policy
Staff also proposes adding the word "grandchild" to the Funeral Leave policy for non -union
employees. Historically, the City has attempted to keep the personnel policies and AFSCME
contract language similar for consistency and administration of practices and policies. In addition,
these employees work side -by -side with AFSCME union members and have the same basic work
schedules, conditions, and benefits.
The proposed change would be similar to language in the AFSCME labor agreement which is being
brought to Council this evening. Staff recommends that this language be allowed for non -union
personnel and have the policy read:
Section 31. FUNERAL LEAVE
A maximum of three (3) days leave with pay may be granted upon request in the
event of a death in the employee's immediate family consisting of spouse, mother,
father, brother, sister, child, grandchild, grandparent and employee's mother -in -law
and father -in -law. Up to two additional days of leave may be granted, with approval,
in the death of the employee's spouse, child or parent. A one (1) day leave with pay
will be granted upon request in the event of the death of other relatives. The actual
time off, and funeral leave approved, will be determined by the employee's
supervisor depending on individual circumstances such as the closeness of the
relative, arrangements to be made, distance to the funeral, etc.
SUMMARY
Staff is requesting the Council make a motion to approve the above mentioned increase in wages
for non -union employees and a motion to add "grandchild" to the funeral leave policy language for
non -union employees.
