BACKGROUND:
On April 3, 2012 the Rosemount Cin� Council authorized the preparation of an Engineering Feasibility
Report for the Gre�-stone 1" Street and Utilit�� Impro�-ements, Cit�� Project 439. 1-� copy� of the Feasibilit�-
Report is attached. This report addresses the construction of public streets and utilin- unpro�-ements
necessary for the deaelopment of Greystone 1" residential de��elopment.
The total estimated project cost for Gxe�-stone 1" is 51,129,198, �vhich includes a 10% contingency and
30% indirect costs. Of this amount, �1,040,G43 �vill be funded by the de�-eloper, The Ry�land Group, Inc.
The remaining estimated costs associated with trunk utility over-sizing �vill be funded with City Core funds
totaling �88,555 (�21,485 from the sanitary core; �67,070 from the storm core).

1. EXECUTIVE SUMMARY
The Greystone 1 S ` Addition Project, City Project No. 439, was initiated by Ryland Homes with a
proposal to develop a 23 unit sinble family housing development. A second phase consisting of
31 single family homes is included on the preliminary plat. The site is located approximately
2700 feet north of 145`" Street W(County Road 42) and east of and adjacent to Akron Avenue
(County Road 73) (Refer to Appendix A for a Project Location Map).
As part of the improvements associated with the first phase, a minor collector roadway is
proposed to extend east from Akron Avenue. This roadway is planned to be constructed to a 48-
foot width which will allow adequate room for turn lanes. Trunk sanitary sewer is proposed to
serve development to the north, south, and east of Greystone l Addition. An existing storm
water pond will be relocated to the southeast corner of the property.
It is estimated that the total costs associated with the construction of the first phase is
$1,129,200. A detailed cost estimate for the project can be found in Appendix B of this report.
It is proposed that the construction of Greystone 1 s` Addition be completed as outlined in this
feasibility report. This project is feasible, necessary, and cost-effective from an engineering
standpoint, and should be constructed as proposed herein.

2. STREET IMPROVEMENT PROJECT
2.1 Introduction
2.1.1 Authorization
On April 3, 2012, the Rosemount City Council authorized the preparation of an
Engineering Feasibility Report for the Greystone l Addition Improvements. This
project has been designated as City Project No. 439.
21.2 Scope
This report addresses the construction of street and utility improvements necessary for the
Greystone ls` Addition residential development. The proposed improvements include the
construction of public streets with concrete curb and gutter, an 8-foot bituminous trail,
and 5-foot concrete sidewalks. Utility improvements include the construction of trunk
and lateral sanitary sewer, water main, and trunk and lateral storm sewer.
2.1.3 Data Availahle

2.2 General Background
2.2.1 Project Location
The project area is located east of Akron Avenue and north of CSAH 42. This area is
currently zoned MDR (Medium Density Residential) and is located within the
Metropolitan Urban Service Area (MUSA).
2.3 Existing Conditions
2.3.1 Surfuce
The area consists of agricultural land with existing road access from Akron Avenue. A
map showing the project area can be found in Appendix A.

2.3.2 Sanitary Sewer
Trunk sanitary sewer is located along Akron Avenue. An existing 8-inch sanitary sewer
stub is available to serve the Greystone l Addition.
2.3.3 Water Main
The existing trunk water main is located along Akron Avenue. An existing 8-inch ductile
iron pipe water main is stub is available to serve the Greystone ] Addition.
2.3.4 Storm Sewer
The existing trunk storm sewer from Akron Avenue discharges at the northwest corner of
the first phase of Greystone 1 St Addition. A stormwater pond is currently at this location.
2.4 Proposed Improvements
2.4.1 Surfuce
A 48-foot-wide minor collector roadway connection to Akron Avenue is proposed as part
of the Greystone 1 St Addition improvements. 32-foot-wide local streets will comprise the
remaining roadways within Greystone 1 St Addition. A map showing the proposed
roadways can be found in Appendix A.
As part of the future roadway network east of Akron Avenue, the alignments and traffic
volumes of the major and minor collector roadways were analyzed. This analysis can be
found in the Collector Roudwuy Analysis memo attached in Appendix C.

The north leg of the intersection east of Akron Avenue is proposed to taper from a 36-foot-wide
roadway to a 32-foot-wide roadway. A striped median on the north leg of the intersection is
required to align the intersection north and south of the minor collector.
2.4.2 Sanitary Sewer
A 10-inch sanitary sewer line will be connected to an existing 8-inch sanitary sewer stub
from Akron Avenue. A memo outlining the sanitary sewer connection at Akron Avenue
has been attached in Appendix D. This line will be extended north through the first phase
of Greystone to provide capacity for future developments north and east of Greystone 1 St
Addition.
The capacity of the mainline sanitary sewer is designed to handle approximately 26 acres
of inedium density residential development north of Greystone as guided with the City's
2030 Comprehensive Plan. In addition, the sanitary sewer has the capacity to serve the
equivalent of approximately 1 10 additional single family homes east of the medium
density residential land. A determination of the exact sewershed limits will need to be
analyzed and approved with individual grading plans.
2.4.3 Wuter Main
An 8-inch ductile iron pipe water main will be connected to the existing ductile iron stub
from Akron Avenue. The water main will be routed along all streets throughout
Greystone l Addition.
Regiona(ly, a future 12-inch trunk water main is required to be installed south of the
railroad tracks to loop the existing trunk water main. This connection will be required
with the development of the property east of Akron Avenue and north of Greystone.

2.4.4 Storm Sewer
The existing stocmwater pond in the nortllwest corner of Greystone I S ` Addition is
proposed to be relocated to the southeast corner of the development. The new
stormwater pond at this location will handle the existing flow from Akron Avenue as well
as runoff from the Greystone Additions. Trunk storm sewer will convey the 100-year
runoff from Akron Avenue and will allow for a future connection to the City's trunk
outlet.
Easement for the existing stormwater pond was purchased from the property owner for
the construction of Akron Avenue. The developer is responsible for the costs associated
with the pond relocation. The City will be responsible for the equivalent cost of a trunk
storm sewer system extended straight east. The developer will be responsible for the
additional cost to extend the pipe to the southeast corner of the property and increased
pipe size due to runoff from the development.

3. FINANCING
3.1 Opinion of Cost
A detailed opinion of cost can be found in Apnendi.r B of this report. A summary of the opinion
of cost incorporates estimated 2012 construction costs and includes a] 0% contingency and 30%
for all related indirect costs (legal, administrative, engineering, and financing items).
Trunk oversizing costs associated with increasing the sanitary sewer from 8-inch diameter to a
10-inch diameter and costs associated with extending trunk storm sewer to the east property line
are included.

3.2 Funding
Improvements associated with Greystone l Addition will be funded with developer funds,
storm core funds, and water core funds. The developer has requested that the improvements and
water and sewer area charges be funded through assessments to the benefiting lots. This will
require a petition and waiver agreement with the City.

4. FEASIBILITY AND RECOMMENDATION
The total estimated cost for the Greystone 1 S ` Addition improvements is �1,129,200. Proposed
funding for this project is primarily from the developer, Ryland Homes, with some trunk utility
funding provided by the City.
The project is feasible, necessary, and cost-effective from an engineering standpoint. It is our
recommendation that the improvements be implemented as outlined in this report.

In 2007 the Ciry of Rosemount completed an �1lternative L�rban rlrea�vide Re��ie�v (r1L' �R) that
analyzed the de�-elopment of land in Rosemount east of do�vnto�vn. The land reaie�ved extends
from approximatel� 2600 feet �vest of �kron �1�-enue to approximately 5200 feet east of r�kron
Avenue. This land is bounded on the north by I�onaire Path and on the south by 145`� Street. The
AUAR details the location of future minor and major collector road�vays throughout this corridor.
The projected traffic volumes of the major collector road�va�-s �vere also determined �vith the
�U�R. Traffic volumes for the minor collector road�va��s �vere not determined.
AI�RON 1-�VENLTE CORRIDOR
In the last fe�v 5�ears, development along the I�kron ��venue corridor has started taking place.
Development west of Akron Avenue began in 2011. I Iousing demand is no�v proposed east of
Akron Avcnue.
r� �vell planned net�vork requires determining the traffic � olumes of the minor collector road�va}�s.
This information along with a closer re�-ie�v of the land use helps de�relop a comprehensi�-e road�va��
plan �vith intersection needs plan to assist �vith right-of-�va�• dedication.
The attached map shows the recommended road�vay alignments foY the majoY and minor collector
road�vays bounded by the Akron Avenue, Blaine l�venue, Bonaire Path, and CS �H 42.
The road�va�- alignments are similar to the proposed alignments in the 2030 Comprehensi�-e Plan

The alignment changes of the minor collector road�va��s �vere made for the follo�ving reasons:
• Better align �vith anticipated land use of the current propern- o�vners along this corridor.
Due to Flint Hills pro�imit�� to the area and their current land o�vnership it is likel�- that the
minor collector road�va`- eYtending north from �udrey rlvenue �vill be constructed closer to
the alignment shown on the attached map.
• East-west collector 2600 feet north of 145`" Street was modified to a tee intersection due to
physical constraints. There is an existing transmission line running east-�vest just south of
the collector road�vay. The spacing of the transmission poles �vill not allo�v for the collector
roadway alignment to cur�re bet�veen them �vhile allo�ving an access road to the north and
adequate turn lane lengths at r�kron r�venue.
The anticipated traffic ��olumes of the minor collector, major collector, and arterial roadwa�-s ha�-e
also been pro�-ided on the attached map. These traffic �-olumes represent full de�-elopment of land
in the area �vith consideration to the land use of the land o�vned by Flint Hills.
A minimum right-of-�va�� of �vidth of 80 feet is recommended for all minor collector road�va��s and
100 feet for all major collector road�va}�s. �dditional right-of-�va�- �vidth ma�� be needed at
intersections to allo�v for turn lane construction. �-�ll intersecuons �vill require a minimum of t�vo
lanes of approach and one lane of departure for traffic. The intersection of Connemara Trail and
Akron rlvenue and the intersection of Connemara Trail and Blaine r�venue will require three lanes
of approach and one lane of departure. The right-of-�va�- �vidth needed at these locations �vill likely
be 120 feet. r1s land de�-elops around future intersections, analysis �vill need to be completed to
define turn lane lengths and �vidths along �vith subsequent right-of-�va�� �vidths needed at these
locations.

BACKGROUND
The City's Comprehensive Sanitary Sewer System Plan (CSSSP) indicates wastewater in the North
Central Sewer District and west of Akron is designed to flow to the 24-inch Akron Avenue trunk sewer
through 8-inch and 10-inch sewer laterals constructed at minimum grade (0.4% and 0.28%) in accordance
with 10-State Standards. The attached Figure 6-2 from the CSSSP shows the later tr�ink sewers planned.
As part of the Akron Avenue trunk sewer installation project, an 8-inch lateral sewer was extended 114
feet east from the future intersection of Akron Avenue and Connemara Trail at a slope of 0.35%.
EVALUATION
Although the 8-inch sewer lateral was not constructed in accordance with the CSSSP, an 8-inch sewer can
provide the same capacity as a 10-inch sanitary sewer when the invert is surcharged, causing the sewer to
flow under pressure.
Based on our calculations, a surcharge of 0.5 feet above the top of the 8-inch sewer would result in
capacity equivalent to a 10-inch sewer constructed at 0.28% which is the minimum grade of installation in
accordance with 10-State Standards.
The surcharge required above the top of the 8-inch sewer to provide equivalent flow of a 10-inch sewer at
minimum grade may increase to 1.5 feet should sediment build up, roots intrude, or other obstructions in
the sewer increase pipe roughness over time.
RECOMMENDATION
[t is our recommendation that sewers extended from the existing 8-inch sewer pipe stub at the intersection
of Akron Avenue and Connemara Trail provide adequate slope to allow surcharging of greater than 1.5
feet above the top of the 8-inch sewer pipe.
The City keeps sewers in good condition through their maintenance programs, therefore it is anticipated
that the surcharge required for flow equivalent to a 10-inch sewer at minimwn grade would remain
around 0.5 feet.

A RESOLUTION RECEIVING THE FEASIBILITY REPORT, ORDERING PROJECT AND
AUTHORIZING THE PREPARATION OF THE PLANS AND SPECIFICATIONS FOR
GREYSTONE 1 STREET AND UTILITY IMPROVEMENTS
CITY PROJECT 439
WHEREAS, the CiryCouncil deemed it necessaryand expedient that the Cityof Rosemount, Minnesota,
construct certain improvements, to-wit: City Project 439, Greystone 1S` Street and Utility Improvements as
described in and in accordance with the feasibility report prepared by the Ciry Engineer; and
WHEREAS, the City Council has been advised bythe City Engineer that said street and utility
improvements are feasible and should best be made as proposed, and the CityEngineer's report to this
effect has heretofore been received by Council, and filed with the City Clerk on May 15, 2012.
WHEREAS, the City Council received Petition and Waiver Agreements for said project.
NOW THEREFORE BE IT RESOLVED, the CityCouncil of the Cityof Rosemount accepts the
feasibility report for City Project 439 and places it on file.
BE IT FURTHER RESOLVED, that the CityCouncil of the Cityof Rosemount herebyorders the
improvements of the Greystone 1 Street and Utility Improvements, City Project 439.
BE IT FURTHER RESOLVED the Ciry Engineer is hereby ordered to prepare plans and specifications
for the making of such improvements within the Greystone 1 Addition.
