RECOMMENDED ACTION: Motion to Adopt a Resolution Ordering the Project and
Authorizing the Preparation of Plans and Specifications for the TH 3 Underpass, City
Project 443.
ISSUE
In accordance with City Council's 2012 Goals and following the joint City Council and Parks and
Recreation Commission meeting to discuss a number of projects, the start of plans and specifications for
the construction of a pedestrian underpass across Trunk Highway (TH) 3 north of 142 Street is
proposed. Fonnal authorization to oxder the project and begin the preparation of plans and specifications
is requested.
BACKGROUND
The project is proposed to construct a pedestrian underpass undeY TH 3, appro�tnately 360 feet north of
142" Street, across from the Rosemount Community Center. Other than the traffic signals at Connemara
Trail and 145`'' Street West, the crossing of TH 3 in this area is challenging.
The box culvert underpass is to be constructed of precast concrete sections with inside dimensions of 14-
feet wide by 10-feet high. The proposed location would connect Rosemount High School with the
G1enRose of Rosemount multi-family neighborhood, and was chosen based on e�usting grades and
availability of connecting pedestrian facilities within G1enRose (specifically, the connection to Erickson
Park and Koch Trail).
Associated items.needed to complete this project include:
• Construction of approximately 1001inear feet of 5-foot wide sidewalk access in G1enRose
• Relocation of watermain on west side of TH 3
• Pexmanent txail/sidewalk easements and temporary construction easements from Independent
School District 196 and G1enRose Investments, LLC
• Possible relocation of private utilities (fiber optic, telephone, gas)
• Land acquisition (easement from ISD 196 on the west side of TH 3)

The anticipated total project cost for the underpass is $1,012,350, which includes a 1Q% contingency and
30% overhead. This project will be designed in 2012 and is planned for construction in 2013.
SUMMARY:
Staff is requesting that the City Council adopt the attached resolurion ordering the project and authorizing
the preparation of plans and specifications for City Project 443.

A RESOLUTION TO ORDER THE PROJECT AND
AUTHORIZE THE PREPARATION OF PLANS AND SPECIFICATIONS
FOR TH 3 UNDERPASS
CITY PROJECT 443
WHEREAS, the CityCouncil of the Cityof Rosemount deems it necessaryto install an underpass; and
WHEREAS, the proposed project is necessary.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT,
MINNESOTA:
1. Such improvements are hereby ordered for the project.
2. The City Engineer is hereby authorized to prepare plans and specifications for the improvements.
