RECOMMENDED ACTION: Motion to Adopt a Resolution Ordering the Project and
Authorizing the Preparation of Plans and Specifications for Brazil Avenue Improvements,
City Project 442.
ISSUE
In accordance with City Council's goals for 2012 and in follow up to the joint City Council and Parks and
Recreation Commission meeting to discuss a number of projects, the start of plans and specifications for
the improvement of Brazil Avenue and Erickson Park parking lot is proposed. Formal authorization to
order the project and begin the preparation of plans and specifications is requested.
BACKGROUND
The proposed improvements will upgrade Brazil Avenue and Erickson Park parking lot to a newly paved
surface. For estimating, this project has been split into 4 sections as shown on the attached map and
described below:
Section A: Brazil Avenue: Existing Paved Roadway from 145th Street to Park
• Roadway rehabilitation to address existing pavement distresses
• 9 ton road design to handle trucks from public works buildings
• Spot curb and gutter replacement
• No subgrade correction
• Project Cost: $120,000 (including indirect and 20% contingency)
Section B: Brazil Avenue: East side of Erickson Park
• Proposed 44 -foot wide roadway from existing paved surface at south end of park to south parking
lot entrance to Erickson Park
• Proposed 32 -foot wide roadway from south parking lot entrance at Erickson Park to the north end
of Erickson Park
• Curb and gutter to minimize erosion issues of the existing steep slopes along the west side of
Brazil Avenue and to keep vehicles from parking on grass
• New storm sewer to direct water from the two low points in the road to Erickson Pond
• Subgrade replacement as found with soil borings

• Excavation where existing roadway widths are not adequate for two travel lanes and diagonal
parking. This includes an area on the east side of Brazil Avenue just north of where the existing
paved section ends. Also, a small area on the east side of Brazil Avenue just south of the parking
lot.
• Local road design strength — 7 ton
• Evaluation of turn- around options at or near the north driveway entrance to Erickson Park
parking lot.
• Project Cost: $440,000 (including indirect and 20% contingency)
Section C: Brazil Avenue: North of Erickson Park including trail on west side
• Local road design strength — 7 ton
• Only a minimal amount of existing class 5. Additional class 5 is required for the roadway section.
• Curb and gutter on east side of road to prevent erosion and on west side due to lack of available
space for a ditch.
• Storm sewer is required due to the trail and the curb and gutter. Existing culvert at cul -de -sac
would be replaced to allow for upsizing of pipe at this location.
• Easements are required from the mobile home park for trail installation. These are requested to be
dedicated.
• Project Cost: $270,000 (including indirect and 20% contingency)
• 50/50 funding split between City and MHC Rosemount Woods, LLC.
Section C is proposed as an option with the agreement of the adjacent property owner (MHC Rosemount
Woods, LLC) to share in 50% of the section cost. The City has given the property owner until May 18 to
decide if they are interested in proceeding with this option. The letter sent to MHC Rosemount Woods,
LLC is attached.
Erickson Park Parking Lot
• Local road design strength — 7 ton (4 inches)
• Removal of existing bituminous pavement
• Removal of existing signs
• Paving parking lot
• Striping parking lot
• Replacement of pedestrian curb ramp at north end of park
• Curb and gutter where it is not already installed
• New storm sewer would be installed to pick up additional impervious from parking lot
• Project Cost: $310,000 (including indirect and 20% contingency)
Including Section C, the city is proposed to fund $1,005,000 and MHC Rosemount Woods, LLC is
proposed to fund $135,000. This project is expected to begin in August, 2012 and fully completed,
including all restoration items by fall of 2012.
SUMMARY:
Staff is requesting that the City Council adopt the attached resolution ordering the project and authorizing
the preparation of plans and specifications for City Project 442.

RESOLUTION 2012 -
A RESOLUTION TO ORDER THE PROJECT AND
AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS
FOR BRAZIL AVENUE IMPROVEMENTS
CITY PROJECT 442
WHEREAS, the City Council of the City of Rosemount deems it necessary to upgrade Brazil Avenue; and
WHEREAS, the proposed project is necessary.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT,
MINNESOTA:
1. Such improvements are hereby ordered for the project.
2. The City Engineer is hereby authorized to prepare plans and specifications for the improvements.

City Project 442
To Whom It May Concern:
The City is requesting your feedback regarding your interest in having Brazil Avenue paved from the
north end of Erickson Park to Upper 138t Street West. The proposed project will include roadway
paving, curb and gutter, storm sewer, and an 8 -foot wide trail along the west side of the roadway. If
you wish to participate in this project, you will need to dedicate a trail easement to the City along a
portion of the west side of Brazil Avenue.
The total project cost is estimated to be $270,000. If you wish to have these improvements
completed, Rosemount Woods would be responsible for 50% of the project cost ($135,000), either
through direct payment, or a 10 -year assessment against the property.
These roadway and trail improvements would be included with the City's existing project, which
includes paving Brazil Avenue from 145t Street to the north end of Erickson Park. This project is
currently being designed for construction later this year (fall 2012).
In order to keep this project on schedule, please reply with your decision by May 18, 2012. Please
