RECOMMENDED ACTION: Motion to adopt a resolution of support for the Rosemount
Regional Greenway and Vermillion Highlands Regional Greenway projects.
ISSUE
Dakota County is finishing up work on the master plans for two greenway projects that would bring new
recreational and open space opportunities to Rosemount. The first of the two greenways is a regional trail
that would start at Lebanon Hills Regional Park — Schultz Lake Beach, head south on Dodd Road, pass
through Central Park and then follow an alignment similar to the plan the City developed in 2005 for the
Rosemount Interpretive Trail Corridor. The greenway would connect Lebanon Hills Regional Park with
Spring Lake Regional Park. This greenway has been titled the Rosemount Regional Greenway.
The second greenway is a regional connection from Lebanon Hills Regional Park to the new Regional Park
in Empire. This greenway is the Vermillion Highlands Regional Greenway. The Vermillion Highlands
Greenway travels from Lebanon Hills Regional Park to the Vermillion River through the communities of
Eagan, Rosemount, and Empire. The greenway links destinations including Lebanon Hills Regional Park,
local parks in Rosemount, Dakota County Technical College, the future community at UMore Park, the
future UMore Park Research Station, Whitetail Woods Regional Park, and the Vermillion River AMA and
WMA.
Staff from the City of Rosemount were part of the Technical Advisory Group (TAG) for the projects and
participated in several meetings and two open house events that were held at the Rosemount Community
Center.

SUMMARY
Representatives from Dakota County will be in attendance at the meeting to provide the City Council with
an overview of the two regional greenways.
The Parks and Recreation Commission recently reviewed the plans for the greenways and recommended
the City Council consider adopting a resolution of support for the two greenway projects.

RESOLUTION 2012 -
A RESOLUTION SUPPORTING THE ROSEMOUNT REGIONAL GREENWAY AND
THE VERMILLION HIGHLANDS REGION GREENWAY MASTER PLANS
WHEREAS, the City of Rosemount has been working with Dakota County on the development of
two master plans for greenway projects that would bring new recreational and open space
opportunities to Rosemount; and
WHEREAS, this unique approach to trail design integrates functional use, scenic value, historical
and environmental interpretation, and ecological restoration; and
WHEREAS, the first proposed greenway is the Rosemount Regional Greenway and which will
establish a link between Lebanon Hills Regional Park and the Mississippi River through the heart of
Rosemount; and
WHEREAS, the second proposed greenway is the Vermillion Highlands Regional Greenway which
will link four significant natural areas in Dakota County: Lebanon Hills Regional Park, over 3,000
acres of natural areas encompassing the Vermillion River AMA and WMA, Whitetail Woods
Regional Park and the Vermillion River; and
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount adopts a
resolution supporting Dakota County's Plans for the Rosemount Regional Greenway and the
Vermillion Highlands Regional Greenway.
ADOPTED this 5th day of June, 2012.
