ISSUE
The Port Authority has been working on the implementation strategies approved in 2012 relating to
adopted goals. Commissioner Kearney has provided a draft of an Economic Indicators survey which
would allow the City to benchmark how we are doing under the current ED program. Based upon the
answers to the questions, the Port Authority can prioritize programmatic changes and perhaps
determine the efficacy of city programs. In his email to staff, Commissioner Kearney raised the
following comments: "One of our challenges will be to limit our inquiry so that people will take the time to
respond and we end up having a good cross section of businesses included in our database. Once we
have input from local business owners and staff, we can develop our matrix and begin tracking
performance criteria and trends. As noted from our earlier discussions on this topic, our primary intent of
this process is to: (1) learn and improve; (2) to report externally and (3) control and monitor people going
forward. If we can do these things successfully, we can improve and expand our business base."
Other options for receiving input are doing individual interviews or using focus groups. Both of these
options are more time- consuming and will use more resources. On the other hand, while a survey can
be a good tool to obtain pertinent information, we need to be cognizant of the pitfalls of surveys.
Depending upon the administration, the surveys can be a "non- representative sample, or may not
result as statistically significant What that means is that certain respondents may self select to
participate because they are unhappy (or conversely very happy) with the current service and would
skew the survey results. Or potential respondents may "opt out" of the survey because they are already
disenfranchised with the system. When the City conducts their community -wide survey, a professional
firm is hired to write and administer the survey to ensure respondents represent a cross section of the
community and that the survey results are statistically significant.
It is possible to administer the survey for informational purposes which still would have value for goal
implementation and program enhancement. Care must be taken when interpreting answers to the
questions so that the wrong conclusions are not drawn. For example, a business might not have gone
to the website in the last 12 months but it could be due to the fact that they have no questions, the
website doesn't have the information, it's a question that isn't related to the city operations, or some
other reason. It may make sense, depending upon the amount of feedback from the survey, to have
some follow up with some of the businesses. The Port Authority should discuss possible approaches
to getting information from businesses and what is the goal of the information and how it will be used
in the future.
RECOMMENDATION
Review the Indicators survey and provide feedback regarding the questionnaire and approach to
eliciting feedback from local businesses.
