RECOMMENDED ACTION: Discuss HealthEast ambulance response times
BACKGROUND
HealthEast is the regionally designated ambulance service for Rosemount and several surrounding
communities. Earlier this year, Healtheast prepared an annual report that showed that ambulance
response times in Rosemount were significantly higher than to the other cities they serve in Dakota
County.
Mayor Droste wrote a letter to HealthEast and asked that the situation be reviewed to see if the response
times can be approved. He subsequently met with Laura Olson, Director of Operations of HealthEast
about the issue. Ms. Olson indicated that she would review possible ways to improve the response times
and suggested that a meeting with the City Council be scheduled.
Ms. Olson will be present at this meeting along with Jeff Groess, Ambulance Manager and Dr. Keith
Wesley, Medical Director. She plans to make about a 15 minute PowerPoint presentation.

Dear Ms. Olson:
Recently, Police Chief Gary Kalstabakken and Fire Chief Scott Aker forwarded your "Report to our
Community Partners" to myself and the members of the Rosemount City Council. I commend you on
creating this report and making it available to us. It has good data and is very easy to read and I
encourage you to continue to publish similar reports in the future.
However, in reviewing the data that specifically pertains to Rosemount, we see that their average
response time to Rosemount varied from 10:02 to 11:15 minutes in the four quarters of 2011 while the
other communities you serve in our area generally seem to have response times in the five to six minute
range. This is very concerning to myself and the City Council after discussion at our work session last
week.
I understand that our Chiefs reviewed this information with your staff and that HealthEast has
committed that it will make efforts to improve our average response time during the next quarter by
adjusting the location of ambulance units. We appreciate that commitment and look forward to
significant progress during 2012. In the longer run, we hope that additional strategies can be employed
to further reduce our response time to the average of the other communities you serve.
We appreciate that HealthEast staff members meet with our Chiefs on a regular basis and perhaps we
will invite you to appear at a Council work session in a few months to review progress on reducing
response times.
