BACKGROUND The City acquired the St. Joseph's church property in 2004 to provide land for a new Dakota County Library. After much discussion, the Council is working to fill the remainder of the site with a new private senior housing facility and public senior center. To accommodate the new development on site, the existing school structure must be removed. Hazardous material abatement is needed prior to demolition. The hazardous material analysis and inventory of the site was conducted by Dakota County and their contractor and was used as the basis for the quote. DISCUSSION In order to prepare the school portion of the building for demolition, the first step is to assess the property for hazardous materials and then solicit bids for the clean -up. The assessment has been completed and based upon that, the City received six bids for the required abatement. The bids received are as follows: Robinson Environmental, Inc. $66,006.00 Pladson Environmental, Inc. $68,745.00 Red Pine Industries Inc. $78,480.00 Lindstrom Environmental, Inc. $84,050.00 Titan Environmental, Inc. $138,582.00 Sheltertech Corporation $104,885.00 Based on the staff's review, the services needed for abatement of the hazardous materials in the school portion of the St. Joseph's property should not exceed $66,006.00 using the estimates provided by Robinson Environmental. Staff is recommending approval of the low bid by Robinson Environmental for not more than $66,006.00. Staff is currently obtaining quotes for demolition on the site. Depending upon the demolition contractor chosen, the abatement costs may decrease. This is because some of the hazardous material could be removed by the demolition contractor depending upon their certifications. Additionally, approximately one -third of the cost of abatement will be covered by the Redevelopment Investment Grant approved by the Dakota County Community Development Agency in 2011. RECOMMENDATION Staff is recommending approval of the attached resolution.
