was held on Saturday, January 17, 2009 at 11:35 a.m. in the Conference Room at City Hall,
2875 145t Street West, Rosemount.
City Council present included Mayor Droste and Council Members Shoe Corrigan, Bills and
Weisensel. Council Member DeBettignies was absent. City Administrator Johnson was also
in attendance.
The purpose of the meeting was to begin goal setting for 2009 -2010.

Mayor and City Administrator (CA) asked Council to review agenda and purpose of
the meeting.
CA reviewed 2008 goals and progress with council members
Discussion of plan for next meeting including type of goals desired, need for staff to
be present.
CA presented observations about first five months on the job
Annual review process for CA discussed by Mayor and council members
CA presented current status of city budget and finances and possible plan for using
2008 surplus funds.
Mayor briefly discussed Carver Model of Policy Governance with the council.
There being no further business to come before the City Council, the meeting adjourned at
1:45 p.m.
