HomeMy WebLinkAbout2009/09/01 CCM - RM ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 1, 2009 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, September 1, 2009 at 7:30 p.m. in the Council Chambers at City Hall, 2875 145 Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Shoe Corrigan, Weisensel and Bills attending. Council Member DeBettignies was absent. Staff members present included City Administrator Johnson, Director of Parks and Recreation Schultz, Chief of Police Kalstabakken, Planner Lindahl, Assistant City Administrator Foster, City Attorney LeFevere and City Clerk Domeier. The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Johnson stated there were no additions or corrections. Motion by Droste. Second by Weisensel. Motion to adopt the agenda. Ayes: 4 Nays: 0. Absent: DeBettignies. Motion carried. PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGEMENTS 3.a. DCTC Blue Nights Day Proclamation Director of Parks and Recreation Schultz provided the background information on the proclamation naming September 8, 2009 as Blue Nights Day in Rosemount. Motion by Bills. Second by Shoe Corrigan. Motion to approve the attached proclamation naming September 8, 2009 as Blue Nights Day in Rosemount. Ayes: Shoe Corrigan, Droste, Weisensel, Bills Nays: None. Absent: DeBettignies. Motion carried. CONSENT AGENDA Council Member Bills pulled item 6.c. Formation of Youth Council for discussion. Motion by Bills. Second by Weisensel. Motion to approve the Consent Agenda pulled item c. a. Minutes of the August 18, 2009 Regular City Council Proceedings b. Bills Listing c. Formation of Youth Council d. Authorize Purchase of Police Squads e. Absent: DeBettignies. Motion carried. 6.c. Formation of Youth Council Council Member Bills stated that the City Council and staff were very excited about the formation of the Youth Council and looking forward to working with youth in the community on the new initiative. Motion by ills. Second by Shoe Corrigan. Mo ion to Proceed with the Formation of a Youth Commission. Aye: Weisensel, Bills, Shoe Corrigan, Droste. Na s: None. Absent: DeBettignies. Motion carried. PUBLIC EARINGS 7.a. Glen alough Addition Final Plat Vacation of the Drainage and Utility Easemen Over Outlot C of the Rosemount Family Housing Plat U.S. Homes Corporatipn, Case 09 -17 -FP Planner Lindahl summarized the information provided in the staff report. He recommended holding the necessary public hearing followed by adoption of the proposed resolution. Mayor Dro to opened the Public Hearing. Following o public comment, the following motion occurred. Mo ion to adopt a resolution approving vacation of the drainage and utility easement over Ou .1 of C of the Rosemount Family Housing plat. Ay -s: Bills, Shoe Corrigan, Droste, Weisensel Na s: None. Absent: DeBettignies. Motion carried. (Resolution 2009 -43) ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 1, 2009 7.b. Glendalough 2 Addition Final Plat Vacation of the Drainage and Utility Easement Over Outlot A of Glendalough 7 Addition U.S. Home Corporation, Case 09-18-FP Planner Lindahl summarized the information provided in the staff report. He recommended holding the necessary public hearing followed by adoption of the proposed resolution. Council Member Shbe Corrigan requested that Mr. Lindahl explain the purposes for vacating an easement to Boy Scouts iXttending the meeting. Mr. Lindahl explained the process before the Public Hearing was held. Mayor Dro to opened the Public Hearing. Following no public comment, the following motion occurred. Motion by roste. (Resolution 2009 -44) NEW BU INESS 9.a. 2010 reliminary Budget and Levy City A. strator Johnson provided a summary of the recommended preliminary budget and levy for 2010. e summarized the information as provided in the staff report and recommended approval of the proposed resolution. Council Me ber Bills questioned the planning for the loss of Market Value Homestead Credit (MVHC) a d Local Government Aid(LGA). Finance Director May explained the budget processes for 2007 and 2008. Further discussion was held on the growth, maintaining service levels and property ta�G rates in Rosemount. The City Council was pleased with staff's work on the 2010 budget. Motion by eisensel. Second by Shoe Corrigan. Mo ion to approve the attached resolution adopting the preliminary budgets and tax levies for '010 and setting the public hearing date for December 1, 2009 at 7:30 p.m. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 1, 2009 Ayes: Droste, Weisensel, Bills, Shoe Corrigan Nays: None.
