CITY OF ROSEMOUNT
SPECIAL WORK SESSION PROCEEDINGS
MARCH 16, 2010
CALL TO ORDER
Pursuant to due call and notice thereof, a special work session of the Rosemount City
Council was duly held on March 16, 2010, at7:55p.m. in the Conference Room at City Hall,
2875 145 Street West, Rosemount.
Mayor Droste called the meeting to order with Council Members Shoe Corrigan,
DeBettignies, Bills and Weisensel attending.
Staff members present included City Administrator Johnson, Parks and Recreation Director
Schultz, Parks and Recreation Supervisor Lisa Maurer, Finance Director May, and Recording
Secretary Hanson. City Engineer Brotzler arrived later.
DISCUSSION
2.A. Former St. Joseph's Church Improvements
Parks and Recreation Director Schultz provided the Council with an update on the
anticipated improvements to the former St. Joseph's Church including a timeline of
completion, and items relating to operations and future use of the facility. Mr. Schultz
provided slides of work in progress including the ramp, stage and ADA upgrades and asked
the council for their input on slides showing paint colors and carpet choices. He further
stated that the site will be a smaller scale multi -use facility and staff is currently working on
rental policies, operating procedures, fee schedules and marketing materials. All
improvements are projected to be completed by July 1S` and it is anticipated the City could
hold a grand opening sometime in July. The Mayor suggested scheduling the grand opening
separate from Leprechaun Days.
A discussion was held regarding parking and the possibility of removing the garage for extra
parking space. It was agreed that the rules on parking need to be specific so the public
knows where parking is available.
Mr. Schultz stated the facility will need to be named and he showed slides of other Cities' art
center names and logos. It was decided to make it available on the website for the public to
submit ideas for a name.
Mr. Schultz stated that staff has applied for a grant to fund a portion of the cost in replacing
the boilers. He stated he would notify Council when he knows whether or not the City
made the short list for eligibility.
2.B. Library Art Piece
Council member Shoe Corrigan presented the Council with the proposed art feature for the
Robert Trail Library premises. The piece chosen by the Library Art Committee is by artist
Foster Willey called a Triskele which is a Celtic spiral. The Triskele represents the City of
Rosemount, its connection to Ireland and its vision for culture within the Community. The
art piece will be on the April 6t agenda for the Council to approve a contract with the artist.
2.C. 2011 Budget Preparation
City Administrator Johnson reviewed information with the Council relating to development
of a draft budget for 2011, including the following items:

Review of use of surplus funds from 2009
Tax base information for taxes payable in 2011
Calculation of impact of a flat dollar tax levy on average home
List of grants applied for and status (except for CMAQ, and Akron Avenue project)
Budget comparisons with other cities
o League of MN Cities Information
o State Auditor overall rankings for cities over 2500 population
o State Auditor detailed comparison information for similar sized metro area
cities
o HiPP survey information
Budget Calendar The Mayor suggested having an open house somewhere in the
middle of the summer.
Budget Planning Factors in 2011 Projected fuel costs were discussed and City
Engineer Brotzler stated that fuel costs are hard to budget since the City's yearly
contract is renewed in January which is six months off from the budget process.
Staff exercise regarding level of service options Mr. Johnson stated that he has
received 50 -60 individual ideas from department heads and will be able to present
the Council with a proposed list of ideas in later April or early May.
3.A. Updates
City Administrator Johnson stated that the power plant proposed in the area by LS Power
will probably no longer be an issue since Chisago County is reconsidering their 3 -2 vote
against and they plan to revote tomorrow. If Chisago County votes to approve it, LS Power
will not be interested in Rosemount.
Mr. Johnson informed Council members that there is an opening on the Flint Hills
Community Advisory Council. There are a total of 3 openings but not all for Rosemount.
Council member Shoe Corrigan reported that the school district has begun informing staff
of changes due to budget constraints including enlarging class sizes and consolidating class
types.
Parks and Recreation Director Schultz updated the Council on the amendment to the
agreement with DCTC for lights on the soccer fields, the proposed agreement with UMore
for land for more soccer fields and that bids for the Family Resource Center improvements
will be in late April.
City Engineer Brotzler updated the Council on the Country Hills road improvement project.
He also gave an update on the Safe Routes to School grant money that awarded for
consultant work and the City had planned on using that money for in -house consulting. Mr.
Brotzler stated that Dakota County is using their grant money to do a safe routes study
which will be completed in June and the City will review their study prior to completing any
additional consulting.

ADJOURNMENT
There being no further business to come before the City Council, Mayor Droste made a
motion to adjourn the meeting, second by Bills. The meeting was adjourned at 10:10p.m.
