DISCUSSION
2.A. Club Liquor License Requirements
City Clerk Domeier summarized the information provided within the staff report. Staff requested
further discussion moving forward with the club liquor license and ensuring compliance with state
statute. Members of the Rosemount American Legion and VFW Post were present to express
concerns with the requirements of the liquor licenses mostly related to the fees. Further concern
was expressed as to whether a club could be charged a reduced fee because they are a non profit.
Ms. Domeier clarified that the license fee cannot be based upon a profit versus non -profit entity. To
establish a separate liquor license class there would need to be distinguishable differences between
the Class B requirements and the newly created class. Discussion then ensued regarding the number
of events that are open to public and the percentage of time the Club could act as a Club and remain
in business. Representatives of the VFW stated that by law they are not allowed to be open to the
public. The signs at their premise do not specifically invite the public. Ms. of the
Rosemount American Legion stated that they could meet the food requirements of the Class B but
wanted a reduced fee because they are a non profit.
