HomeMy WebLinkAbout2010/07/14 CCM - WS1 ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS JULY 14, 2010 CALL TO ORDER Pursuant to due call and notice thereof a regular work session of the Rosemount City Council was held on Wednesday, July 14, 2010 at 6:35 p.m. in the Conference Room at City Hall, 2875 145t Street West. Mayor Droste called the meeting to order with Council Members Bills, DeBettignies, Shoe Corrigan and Weisensel attending Staff present included City Administrator Johnson, City Clerk Domeier, Chief of Police Kalstabakken, Communications Coordinator Cox and Community Development Director Lindquist. DISCUSSION 2.A. Club Liquor License Requirements City Clerk Domeier summarized the information provided within the staff report. Staff requested further discussion moving forward with the club liquor license and ensuring compliance with state statute. Members of the Rosemount American Legion and VFW Post were present to express concerns with the requirements of the liquor licenses mostly related to the fees. Further concern was expressed as to whether a club could be charged a reduced fee because they are a non profit. Ms. Domeier clarified that the license fee cannot be based upon a profit versus non -profit entity. To establish a separate liquor license class there would need to be distinguishable differences between the Class B requirements and the newly created class. Discussion then ensued regarding the number of events that are open to public and the percentage of time the Club could act as a Club and remain in business. Representatives of the VFW stated that by law they are not allowed to be open to the public. The signs at their premise do not specifically invite the public. Ms. of the Rosemount American Legion stated that they could meet the food requirements of the Class B but wanted a reduced fee because they are a non profit. Ms. Domeier will meet with the local club managers to develop a options for establishing a different class. Further discussion with the City Council is anticipated for September so that the issues can be resolved before the renewal of the liquor licenses on January 1, 2011. 2.D. Animal Control Ordinance Dangerous Dogs and Cats Chief of Police Kalstabakken summarized the information provided within the staff report. Criminal Justice Information Integration Network (CJIIN) Fees Chief of Police Kalstabakken provided information on the CJIIN project and the proposed changes to the fees and governance of the organization. P.E.G. fee level for cable programming Communications Coordinator Cox provided a summary of the information within the staff report. Discussion was held regarding the use of the cable programming by the participating cities. Council Member Shoe Corrigan did not agree with the proposed fees for Rosemount's shares. Discussion was held regarding the P.E.G. fees and franchise fees paid by the local cable companies. Council Member Weisensel questioned if the Cable Commission has reviewed the operating practices as to be more efficient or evaluate their costs. City Administrator Johnsons stated the purpose was to substitute the one funding mechanism and use for another option. Mr. Cox stated that the Cable Commissioner Coordinator is considered an Apple Valley employee. Apple Valley has instructed that departments have a half of a percent cut. Jeff- should the cost be less, is the City paying its fair share expressed concern. Mr. Cox arguments of cable coordinator provided in segment of the packet pointing out the 50 cent per subscriber fee is the lowest in the metro area. Bills where do costs come from explained the cost of the programming dynamics Cox. Discussion about ensuring that Rosemount is paying its fair share. Concern that fees should be justified by the number of subscribers by municipality. Cox since we aretalliing abou fees and financing going out a few years we have the oldest video equipment in the chamber and control room out of the three cities. Before decade is out will be necessary to replace. Council build into the budget to replace the equipment. Mayor questioned if the commission could get grants. PEG fees support 0% increase but would pay for increase if it is actual cost. Challenge of looking at their expenses. More date council update at a future work session. 2.C. 3M Cottage Grove Incinerator Permit Modification Community Development Director Lindquist summarized the information provided in the staff report.
