HomeMy WebLinkAbout2010/09/15 CCM - WS1 1 ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS SEPTEMBER 15, 2010 CALL TO ORDER Pursuant to due call and notice thereof a regular work session of the Rosemount City Council was held on Wednesday, September 15, 2010 at 6:30 p.m. in the Conference Room at City Hall, 2875 145`'' Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Shoe Corrigan, Weisensel, DeBettignies and Bills attending. Staff present included City Administrator Johnson, Director of Parks and Recreation Schultz, City Clerk Domeier, Assistant City Engineer Dawley and Director of Public Works /City Engineer Brotzler. There were no changes proposed to the agenda. DISCUSSION 2.A. Pre -Park Dedication Agreement UMORE Property Director of Parks and Recreation Schultz provided a summary of the staff report. He provided further information on the outstanding issues that are being worked through with the University. Mr. Schultz hoped the agreement issues could be resolved in time for the City Council for consideration in October. Discussion was held regarding the concept plan including parking, field sizes and location of fields. Mr. Schultz explained the opportunity for temporary parking and talked further about the funding and planning options. Further discussion was held regarding the effects on the City staff and budgeting for the project. Director of Public Works /City Engineer Brotzler explained the changes to the Public Works maintenance budget. He provided information related to the costs. The maintenance between the new fields at UMore and DCTC and addition of the Steeple Center will change the operating budget with either additional staff or contracted services. Debate was held regarding charging a user fee to reimburse the maintenance fees incurred by the City. Brief discussion was also held regarding the road infrastructure costs for Akron Avenue and whether it was a public or private road. Mr. Brotzler provided information on the infrastructure and maintenance fees associated with the project. He added that when Akron Avenue is rebuilt with infrastructure it would become a public road. 2.B. Professional Services Contract for Engineering and Landscape Architect Services UMORE Ball Fields Director of Parks and Recreation Schultz provided a summary of the staff report. Staff's recommendation was only to go forward with the design development phase. Mr. Schultz also outlined the information provided in a detailed memo provided by WSB. Council Member Shoe Corrigan inquired about the contributions from DCTC. Mr. Schultz replied that DCTC did not contribute anything so far but has stated they would like to be part of the project. He noted that DCTC expressed interest in installing the dugouts and plaza area along with performing any light construction and landscaping. Further discussion was held about the parking element. Director of Public Works /City Engineer Brotzler stated the challenges with SKB's donation for grading. He wanted to ensure that work and development completed with a Phase I project does not preclude future phases of work from being completed ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS SEPTEMBER 15, 2010 Council Members Shoe- Corrigan and Weisensel expressed concerns that the Hoisington fees were too high. Council Member Shoe Corrigan questioned if WSB could contract out the fees at a better rate. Mr. Brotzler stated that Hoisington was working off a concept plan and not a final design. The fees would change based upon the concept plan to the final design fees. Council Member Weisensel questioned the difference in services. Assistant City Engineer Dawley replied that WSB focuses on infrastructure as opposed to onsite amenities. The City Council directed staff to review the numbers and obtain new bids. Discussion was also held regarding the sponsorship opportunities at the fields. Mr. Schultz will check into the different advertising packages, etc. Council Member Shoe Corrigan also questioned the current needs for different sports. Mr. Schultz provided information on the different sports and leagues that will be using the fields. 2.C. City Administrator Evaluation The City Council preferred to use the same evaluation form as last year. City Administrator Johnson will email out the evaluation form including goals and the 2010 work plan. The City Council will submit their forms to Assistant City Administrator Foster by September 19, 2010. UPDATES Mayor Droste stated that the Chamber utilized the Steeple Center for its meeting on September 14. Parks and Recreation Director Schultz provided an update on the rentals and feedback from the public. Further discussion was held regarding the time and date of the following events: September 27, 2010 Candidate Forum, September 28 Fire Department Meeting and City Council meeting date change from November 2 to November 1, 2010.
