REGULAR MEETING PROCEEDINGS
MARCH 1, 2011
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, March 1, 2011 at 7:30 p.m. in the Council Chambers a City Hall, 2875 145` Street West,
Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe - Corrigan,
Weisensel and Kearney attending. Staff present included City Administrator Johnson, City Clerk
Domeier, Finance Director May and Director of Parks and Recreation Schultz. The City Council
observed a moment of silence in honor of a Rosemount soldier, Andrew Wilfahrt who died in
Afghanistan. The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Johnson stated there were no changes to the Agenda.
Motion by Droste. Second by DeBettignies.
Motion to adopt the Agenda as presented.
Ayes: 5
Nays: 0. Motion carried.
CONSENT AGENDA
Council Member Weisensel pulled item 6.d. Receive Donations — Parks & Recreation Dept. and
Mayor Droste pulled item 6.g. Approve Joint Powers Agreement for 2011 Cracksealing and
Sealcoating.
Motion by DeBettignies. Second by Shoe - Corrigan.
Motion to adopt the Consent Agenda as presented with the removal of items 6.d. and 6.g.
a. Minutes of the February 15, 2011 Regular Meeting Proceedings
b. Bills Listing
c. Redesignation of General Fund Balance (Resolution 2011 -14)
e. Expenditure Approval from the Donation Account — Parks & Recreation Dept.
f. Declaration of Surplus Property — Parks & Recreation Dept.
g. Approve joint Pewers Agreement for 2014 C=taekseahng and Seftleea
Ayes: DeBettignies, Shoe - Corrigan, Droste, Weisensel, Bills
Nays: None. Motion carried.
6.d. Receive Donations — Parks & Recreation Dept.
Council Member Weisensel stated the donations provided in the staff report. He thanked the local
organizations for the donations to the community.
Motion by Weisensel. Second by Shoe - Corrigan.

Motion to approve the following donations: $200 from CF Industries for the Leprechaun
Days Fishing Derby and $2,854 from the Rosemount Area Athletic Association (RAAA) to
be used toward the purchase of new glass backboards with hoops for the Community Center
Gym.
Ayes: Shoe - Corrigan, Droste, Weisensel, Kearney, DeBettignies
Nays: None. Motion carried.
6.g. Approve Joint Powers Agreement for 2011 Cracksealing and Sealcoating
Mayor Droste requested that staff provide more information to the public about the agreement. City
Administrator Johnson summarized the information provided in the staff report.
Motion by Droste. Second by DeBettignies.
Motion to Approve the 2011 Joint Powers Agreement for Cracksealing and Sealcoating and
Authorize the Necessary Signatures.
Ayes: Droste, Weisensel, Kearney, DeBettignies, Shoe - Corrigan
Nays: None. Motion carried.
ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events. The next City Council regular meeting will be held
on Tuesday, March 15, 2011.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by DeBettignies, the meeting unanimously adjourned at 7:41 p.m.
