REGULAR MEETING PROCEEDINGS
APRIL 5, 2011
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, April 5, 2011 at 7:30 p.m. in the Council Chambers at CM Hall, 2875 145`" Street West,
Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Kearney, Shoe -
Corrigan and Weisensel attending. Staff members present included City Administrator Johnson,
Director of Parks and Recreation Schultz, Director of Public Works /City Engineer Brotzler,
Communications Coordinator Cox and City Clerk Domeier. The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS
City Administrator Johnson stated there were no proposed changes to the Agenda.
Motion by Droste. Second by DeBettignies.
Motion to adopt the Agenda.
Ayes: 5
Nays: 0. Motion carried.
PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGEMENTS
3.a. Commendation for attainment of Eagle Scout rank
Mayor Droste presented certificates of commendations.
3.b. Recognition of 4 -H Key Award winners
Mayor Droste presented certificates of commendations.
3.c. Arbor Day Proclamation
Director of Parks and Recreation Schultz provided a summary of the staff report.
Motion by Weisensel. Second by DeBettignies.
Motion to approve the attached proclamation naming April 30, 2011 as Arbor Day.
Ayes: DeBettignies, Shoe - Corrigan, Droste, Weisensel, Kearney
Nays: None. Motion carried.
CONSENT AGENDA
Council Member DeBettignies pulled item 6.h. Receive Donations — Parks & Recreation Dept. for
recognition of donations.
Motion by Weisensel. Second by DeBettignies.
Motion to Approve the Consent Agenda with the Exclusion of item 6.h.

6.h. Receive Donations — Parks & Recreation Dept.
Council Member DeBettignies thanked the local businesses for their support of City organizations
and functions.
Motion by DeBettignies. Second by Kearney.
Motion to approve the following donations: $500 from Dakota Electric to be used for the
annual Arbor Day event scheduled for April 30 and $500 from the First State Bank of
Rosemount to be used for the Safety Camp program to be held on June 17.
Ayes: Droste, Weisensel, Kearney, DeBettignies, Shoe - Corrigan
Nays: None. Motion carried.
NEW BUSINESS
9.a. Approval of City Goals for 2011 -2012
City Administrator Johnson summarized the information provided in the staff report. The Mayor
and Council Members commended each other on their efforts in developing the goals for 2011-
2012.
Motion by Kearney. Second by Shoe - Corrigan.
Motion to approve the attached City Goals for 2011 -2012.
Ayes: Weisensel, Kearney, DeBettignies, Shoe - Corrigan, Droste
Nays: None. Motion carried.
9.b. Ordinance relating to Planning Commission membership
City Administrator Johnson summarized the information provided in the staff report. Council
Member Shoe - Corrigan thanked the residents that applied to serve on the various commissions.
Motion by DeBettignies. Second by Shoe - Corrigan.

Motion to Approve the attached ordinance expanding the membership of the Planning
Commission from five to seven members.
Ayes: Kearney, DeBettignies, Shoe - Corrigan, Droste, Weisensel
Nays: None. Motion carried. (Ordinance 2011 -04)
ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events. The next City Council regular meeting will be held
on Tuesday, April 19, 2011.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Weisensel, the meeting was unanimously adjourned at 8:03 p.m.
