WORK SESSION PROCEEDINGS
APRIL 13, 2011
CALL TO ORDER
Pursuant to due call and notice thereof a regular work session of the Rosemount City Council was
held on Wednesday, April 13, 2011 at 6:30 p.m. in the Conference Room at City Hall, 2875 145`"
Street West, Rosemount, Minnesota.
Mayor Droste called the meeting to order with Council Members DeBettignies, Kearney, Shoe -
Corrigan and Weisensel attending. Staff present included City Administrator Johnson, Code
Compliance Specialist John Kendall, Community Development Director Lindquist, Fire Chief Aker,
Finance Director May, Chief of Police Kalstabakken, Director of Parks and Recreation Schultz and
City Clerk Domeier.
City Administrator Johnson added an item to the agenda under Discussion — 2.G. Council Liaison to
RAAA (Rosemount Area Athletic Association).
DISCUSSION
2.A. Amendment to Rosemount City Code Relating to Fire Ordinance
Code Compliance Specialist Kendall and Fire Chief Aker summarized the information in the staff
report. Discussion was held related to recreational fires and burning permits. Mr. Kendall explained
that enforcement is typically enforced based upon complaints. The code allows for interpretation
and he reviews the issues as complaints are generated. The City Council expressed concerns about
the State language within the code. They preferred that the definitions within the recreational fires
be clarified and include definitions. Chief of Police Kalstabakken stated his concerns related to the
enforcement of recreational fires. Brief discussion was held on firework regulations and permits for
alarms. Mr. Kalstabakken stated he preferred the language regarding permits be modified to state
that the license is effective for 12 months after issuance.
2.B. 2012 Budget Calendar
Finance Director May summarized the information in the staff report. The City Council did not
propose any changes to the calendar.
2.C. Animal Control — Pet Limits
Police Chief Kalstabakken summarized the information provided in the staff report. He noted that
the recent issues raised by a resident email regarding pet limits have become a non - event. The
resident has made progress in complying with the City Code requirements. The City Council did
not support further action on changing the pet limits and felt fostering pets should count toward the
overall limit. Mr. Kalstabakken stated the entire animal control ordinance was being reviewed and
questioned City Council preference on moving forward. The City Council preferred that staff
present recommendations and point out any policy issues at the May work session.
2.1). Park Dedication Fees
Director of Parks and Recreation Schultz summarized the information provided in the staff report.
Mr. Schultz provided information on the appraisals, market value analysis, current park dedication
fees, and the fee survey along with city code regarding the fees. Discussion was held regarding the
park dedication fee history that was last changed in 2006. Staff provided information on Lakeville
and Woodbury models of calculating their per unit fees based on their CIP budgets divided by
future residential lots. After debate, the City Council decided to not to change the current park

dedication fees. They directed staff to research changing the method of calculating parks dedication
fees and incorporating the model into the CIP.
2.E. Subdivision Improvement Process
City Administrator Johnson summarized the information provided in the staff report. Discussion
was held regarding the use of a 429 special assessment process to finance the subdivision
improvement to provide the assurance that residential development will pay for its own costs while
minimizing the up -front costs for development. The process would be a part of or a condition in
the subdivision agreement. Staff noted that the process would not affect the City's bond rating.
The City Council directed staff to move forward with the policy.
2.F. MVTA Park and Ride Update
Community Development Director Lindquist summarized the information provided in the staff
report. Discussion was held about the status of the project. After consideration, the City Council
preferred to move forward with building elevation A for the site shelter.
2.G. Council Liaison to RAAA (Rosemount Area Athletic Association)
Council Member Kearney provided information on having a more direct communication line with
RAAA. Mr. Kearney will report back to the City Council with any updates, changes, projection or
issues raised by the board. Director of Parks and Recreation Schultz requested that RAAA provide
better information on the participation levels so that data can be used at the City level.
UPDATES
3.A. New Regional Park — Dakota County
Director of Parks and Recreation Schultz summarized the information provided in the staff report.
3.13. HIPP Update
City Administrator Johnson summarized the information provided in the staff report.
3.C. Updates from City Council /Staff
Community Development Director Lindquist provided an update on the property available in the
Downtown. The City Council did not support the purchase of the Sportsman Barber Shop building.
Director of Public Works /City Engineer Brotzler provided an update on the turf maintenance. He
noted that as approved last year during the budget discussions that a significant amount of mowing
was being done on a contract basis.
Council Member Kearney stated he received phone call and emails from patrons that were at
Carbone's over the weekend. He will follow -up with Police Chief Kalstabakken on the issues that
were brought to his attention.
Community Development Director Lindquist stated that an art event at the library will be held on
May 10, 2011 at 6:30 p.m.

ADJOURNMENT
There being no further business to come before the City Council, and upon a motion by Droste,
second by Kearney, the meeting was unanimously adjourned at 10:13 p.m.
