REGULAR MEETING PROCEEDINGS
OCTOBER 18, 2011
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday,October 18,2011 at 7:30 p.m. in the Council Chambers at City Hall,2875 145`" Street
West,Rosemount.
Mayor Droste called the meeting to order with Council Member DeBettignies,Kearney,and
Weisensel attending. Council Member Shoe-Corrigan was absent. Staff present included City
Administrator Johnson, City Clerk Domeier,Director of Public Works/City Engineer Brotzler,
Director of Parks and Recreation Schultz,Senior Planner Zweber,Assistant City Administxator
Foster and City Attorney LeFevere.The Pledge of Allegiance was said.
ADDITIONS OR CORRECTfONS TO AGENDA
City Administrator Johnson stated the correction on the proposed declaration for item 6.g.Feed
Products North,LLC Planned Unit Development Final Site and Building Plan,CSE 11-28-FDP.
Motion by Droste. Second by DeBettignies.
Motion to Adopt the Agenda with the slight correction to 6.g..
Ayes: 4
Nays:0.Absent: Shoe-Corrigan. Motion carried.

3.a. Speciaf Event Update—Haunted Woods Trail
Mike Bouchard and Barb Hester provided information on the upcoming event on behalf of the
Haunted��oods Trail Committee.

Council Member��Ueisensel pulled item 6.j. Youth Commissioner Appointments for discussion.
Mayor Droste pulled item 6.d. Sno�vplow Policy Update for discussion.
Motion by DeBettignies. Second by Kearney.
Motion to Approve the Consent Agenda as presented with removal of 6.j. and 6.d. and
additional information for 6.g.

6.d. Snowpiow Policy Update
Mayor Droste pulled the item for public information. Director of Public Works/City Engineer
Brotzler provided a summary of the snowplow policy and the proposed changes to the policy.
Council Member Weisensel questioned ho�v the residents in cul-de-sacs would be notified of the
policy updates. Mr. Brotzler replied that a letter�vould be sent to homeowners. Mayor Droste
questioned if staff uses electronic communication to provide plowing updates. Mr. Brotzler stated
that last year staff posted snow plo��ing updates on the City's website.
Motion by Droste. Second by Weisensel.
Motion to Approve the Snowplowing Policy.
Ayes:Droste,Weisensel, Kearney, DeBettignies
Nays:None.Absent: Shoe-Corrigan. Motion carried.
6.j. Youth Commission Appointments
Council Member Weisensel pulled the item to recognize the appointments of the Youth
Commissioners. The Commissioners in attendance were introduced to the public.
Motion by Weisensel. Second by Kearney.
Motion to Appoint the follo�ving Youth Commissioners: Zachary Eichten,Cedrick Hagen,
Adam Kutz,Nicole Laumer, Samantha Nelson,Joseph Neuens,Jr.,Meghan Olson and
alternate John Drew.
Ayes: Weisensel, Kearney, DeBettignies, Droste
Nays:None.Absent: Shoe-Corrigan. Motion carried.
ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events.A ribbon cutting will be held on Thursday, October
20 at 4:00 p.m. at the A Cat and the Fiddle A Fair on 3005 Lower 147`" Street and a dedicarion
ceremony for the new wind turbine on the UMore property on Tuesday, October 25 at 1:30 p.m.
The next City Council meeting will be held on Tuesday,November 1,2011 at 7:30 p.m.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Weisensel, the meeting was adjourned at 8:07 p.m.
