RECOMMENDED ACTION: Approve the Resolution awarding the demolition contract to
Lloyd's Construction Services for not more than $74,950.00.
BACKGROUND
The City acquired the St. Joseph's church property in 2004 to provide land for a new Dakota County
Library. After much discussion, the Council is working to fill the remainder of the site with a new
private senior housing facility and senior center. To accommodate the new development on site, the
existing school structure must be removed. Hazardous material abatement of the school is needed
prior to demolition. The hazardous material analysis and inventory of the site was conducted by
Dakota County and their contractor and was used as the basis for the quote.
DISCUSSION
Hazardous material abatement was needed prior to demolition and at their last meeting, the City
Council awarded the abatement contract to Robinson Environmental. Now, the demolition contract
needs to be awarded. The City received six bids for the demolition. The bids received are as
follows:
Lloyd's Construction Services, Inc. $74.950.00
Rachel Contracting $77,663.00
Carl Bolander & Son's Co. $88,000.00
Dahn Construction $98,498.00
K.A. Kamish Excavation, Inc. $103,285.00
Semple Excavating & Trucking, Inc. $107,000.00
Based on the staff's review, the services needed for demolition of the school structure should not
exceed $74,950.00 using the estimates provided by Lloyd's Construction Services, Inc. Staff is
recommending approval of the low bid by Lloyd's Construction Services, Inc. for not more than
$74,950.00. Because there is coordination needed between the demolition and abatement contractor,
the utility companies, and another contractor, the demolition isn't expected to be completed until
sometime in October.
RECOMMENDATION
Staff is recommending approval of the attached resolution.

RESOLUTION AWARDING DEMOLITION CONTRACT TO
LLOYD'S CONSTRUCTION SERVICES, INC. FOR $74,950.00
WHEREAS, the City Council for the City of Rosemount acquired the St. Joseph's church property
in 2004 to provide land for a new Dakota County Library;
WHEREAS, the school portion of the St. Joseph's church property has been slated for demolition
to allow for development of a senior housing facility;
WHEREAS, the City of Rosemount's Building Official received six quotes relating to the
demolition of the existing school structure; and
WHEREAS, the City Council reviewed the proposals submitted by six vendors and Lloyd's
Construction Services, Inc. had the lowest quote for the project.
NOW THEREFORE BE IT RESOLVED the City Council has chosen Lloyd's Construction
Services, Inc. and awarded the contract not to exceed $74,950.00.
