Minutes of the August 21, 2012 City Council Proceedings ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS AUGUST 21, 2012 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday,August 21, 2012, at 7:30 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Weisensel,DeBettignies, and Kearney attending. Council member Shoe-Corrigan was absent. Staff members present included City Administrator Johnson, City Attorney LeFevere, City Engineer/Public Works Director Brotzler, Finance Director May,Parks and Recreation Director Schultz,Assistant City Administrator Foster and Recording Secretary Hanson. The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO THE AGENDA City Administrator Johnson stated the addition of the Commendation for Attainment of Eagle Scout Rank to be added under Presentations, Proclamations and Acknowledgements and the additional information provided on the bond sale that occurred today. Motion by Droste to adopt the Agenda with the additions. Second by DeBettignies. Ayes: 4 Nays: 0.Absent: Shoe-Corrigan. Motion carried. PRESENTATION, PROCLAMATIONS AND ACKNOWLEDGEMENTS Mayor Droste made the commendation of Benjamin Kreitz for attainment of Eagle Scout Rank. PUBLIC COMMENT There was no public comment. Halloween Event—Service Agreement Ayes: DeBettignies,Droste,Weisensel, Kearney Nays: None. Absent: Shoe-Corrigan. Motion carried. PUBLIC HEARINGS OLD BUSINESS 8.a. Accept Bids and Award Sale—G.O. Improvement Bonds, Series 2012A Finance Director May summarized the staff report and gave the results of the bid opening earlier in the day saying there were two submitted bids and the low bid came from UMB Bank for 0.8956%. Terri Heaton from Springsted was present and stated she has never seen a bid come in below 1%. She stated that the Aa2 rating is high and investors look for that. She commended Mr. May for his work on this matter. Kearney—why did 3 institutions not bid that showed up. Springsted—numer of investments they can place in any certain area and they placed their bids elsewhere or forgot. DeBettignies only 40.50 difference, haven't seen anything that close before. Rare but can happen which is why we look at the different items,price,interest and net interest. Droste—seeing angst with municipal bonds not seen in the past because ofbankruptcy rates or is it pretty constant. Ms. Heiten stated helps to differentiate between govt bonds and those that are single revenue supported. General obligation bonds are supported by the tax base so they always get paid if there is a tax base. Mayor Droste also commended Mr. May and his staff for a job well done. Motion by Weisensel. Second by Kearney. Motion to adopt a Resolution Awarding the Sale of$810,000 General Obligation Improvement Bonds, Series 2012A; and Proving for their Issuance. (Resolution 2012-65) Ayes: Droste,Weisensel, Kearney, DeBettignies Nays: None. Absent: Shoe-Corrigan. Motion carried. NEW BUSINESS 9.a. Chief of Police ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS AUGUST 21, 2012 City Administrator Johnson summarized the staff report regarding the hiring of Eric Werner, the new City of Rosemount Chief of Police. Council member Kearney thanked City staff and the panel volunteers for their time and efforts on the process. He stated there were three excellent candidates to choose from. Motion by Weisensel. Second by DeBettignies. Motion to approve the hiring of Eric Werner for the Chief of Police position and authorize starting salary of$105,000/year. Ayes: Weisensel, Kearney, DeBettignies, Droste Nays: None. Absent: Shoe-Corrigan. Motion carried. Mr.Johnson stated Mr. Werner will begin work with the City on September 14, 2012. ANNOUNCEMENTS Mayor Droste reviewed the calendar.
