Director ATTACHMENTS: Preliminary Plat APPROVED BY: 00J RECOMMENDED ACTION: Motion to Authorize Design of All Public Improvements for Rosewood Commercial and Review of All Private Improvement Designs by WSB Not to Exceed $8,742. Further, WSB will Provide All Inspection of the Public Improvements, Project Management, Surveying and Staking, and Creation of Asbuilt Drawings not to Exceed $17,379. ISSUE As part of the development of properties which comprise Rosewood Commercial plat;located north of County Road 42,west and east of Business Parkway, there will need to be utility and road extensions. The infrastructure can be divided in two sections; those public which are east of Business Parkway and those private which are west of Business Parkway. In both cases, sewer and water utilities will need to be extended from the public mains found in Business Parkway.After further discussion with the property owner,it was decided that the street providing commercial access to the seven lots proposed on the west will be through a private road. In the east, the frontage road that will provide access between Business Parkway and Biscayne Avenue will remain public. Should the City Council and Planning Commission support the PUD and site plan, a segment of the road will be constructed east of Business Parkway for the proposed gas station;plan work will also begin in the east for the proposed hotel. Even if the two projects are not approved, the design work for the public utilities and roadway will be used later,when development would occur. Due to the road geometrics, surrounding land uses, and spacing requirements, the intersection will remain unchanged with any commercial development on the eastern lot. Staff is requesting authorization prior to site plan and plat approvals due to the lateness of the year. There is some time available to install utilities and blacktop, depending upon the weather.Another unknown is the amount of time it may take to receive necessary permits from the PCA for sanitary sewer extension and the Dept of Health for the water extension. Fees associated with these permits are outside of the estimate above. Building permits for any commercial development in the area cannot occur without access to sewer and water services. Any project must have utilities extended,and a paved surface in place before winter or no private commercial projects can occur. In August, the Council decided to assist commercial development in this area by subsidizing the design and construction inspection services for the public improvements. The Council is being asked to authorize the expenditure tonight of not to exceed$26,121 to allow that work to begin. RECOMMENDATION Motion to authorize design of all public improvements for Rosewood Commercial and review of all private improvement designs by WSB not to exceed$8,742. Further,WSB will provide all inspection of the public improvements,project management, survey and staking, and creation of asbuilt drawings not to exceed$17,379. The total cost for all the engineering,inspection, survey and project management work will not exceed a total of$26,121. 2
