of Transportation for the Minnesota Department of Transportation Prepare a Speed Study
ISSUE:
Staff is requesting the preparation of a MnDOT speed study for Dodd Boulevard from McAndrews Road
south to terminus.
BACKGROUND:
Speed limits for local streets,county highways,and state highways are regulated by the Minnesota
Department of Transportation (MnDOT). A speed study was performed on Dodd Boulevard in 1993
when the area was under consideration to be classified as an urban district. At that time,Dodd Boulevard
connected with Connemara Trail just west of Trunk Highway 3 (TH 3).
When the Rosemount Family Housing subdivision was constructed in 2007 on the northwest corner of
Connemara Trail and TH 3,Dodd Boulevard was terminated at the north end of the development so that
it was no longer a thru street to Connemara Trail. In recent years, as the Glendalough developments were
completed and a connection was made to Dodd Boulevard via 134th Street West,the section of Dodd
Boulevard between McAndrews Road and 134`h Street West has seen an increase in traffic volumes and
speeds.
Recently, a resident on 131' Street West requested that we perform a speed study on this section of Dodd
Boulevard because she is concerned about the excessive speeds observed in the area since the connection
with 134th Street West was opened. At this time, staff believes it would be beneficial to update the 20 year
old speed study of this area.
SUMMARY:
Staff recommends Council adoption of the attached resolution requesting the preparation of a MnDOT
speed study on Dodd Boulevard, from McAndrews Road south to terminus.

A RESOLUTION REQUESTING THE COMMISSIONER OF TRANSPORTATION
FOR THE MINNESOTA DEPARTMENT OF TRANSPORTATION PREPARE
A SPEED STUDY
WHEREAS,the City Council of the City of Rosemount deems it necessary to have an investigation of the
speed performed on Dodd Boulevard,from McAndrews Road south to terminus, and
WHEREAS,the Commissioner of Transportation for the Minnesota Department of Transportation can
authorize such a study for the City of Rosemount.
NOW THEREFORE BE IT RESOLVED,that the City Council of the City of Rosemount requests the
Minnesota Department of Transportation perform an investigation into the speed limit along Dodd
Boulevard, from McAndrews Road south to terminus within the City of Rosemount.
ADOPTED this 2nd day of October,2012.
