ISSUE Staff has recently completed a review of the use and needs of outdoor recreation facilities for youth athletics in Rosemount. The Rosemount Area Athletic Association (RAAA) and the Dakota REV Soccer Club provided information regarding the history of participation rates, facility usage specific to Rosemount, and the need for additional facilities. City staff sent an email request to all sports coordinators asking them to provide the requested data.After the first request not all of the necessary data was received and some data from the sports coordinators was inconsistent with the other data held by the associations. To gather the remaining data and to clarify the inconsistencies, staff met with the program coordinators from RAAA and Dakota REV along with a few board members from RAAA. The meeting was successful in gathering the correct data but what was most beneficial was the background information that was shared with staff regarding how the different sports are operated based on the facilities that are available to them. The 2012 facility analysis shows that there are currently several sports that are reporting they are in need of additional facilities to provide their basic services. Keep in mind the need for additional facilities does not include requests that are made for hosting tournaments. As in most communities, there is a limit to the numbers of teams or participants a tournament can host or in many cases the tournament must be held at several locations in the same community. During the meeting with representatives from RAAA and Dakota REV, the message that was sent to staff was now that we are close to having the two ball fields at UMore ready for play,the focus of the City should be to add additional green space that could be used by soccer,lacrosse or football. By adding the green space we could also see a shift in how other parks are used.An example would be Connemara Park, where currently the softball field/baseball field is not used because the outfield area is used for lacrosse or soccer from spring to fall. Please keep in mind that the data detailed in the attached reports can be influenced heavily by changes that local user groups might make in scheduling game times or practices, changing their seasons, adding new sports,expanding existing sports, or other changes outside of the City's control. Staff also spoke with the Athletic Director at Rosemount High School about their outdoor facility needs. The Director responded by indicating that they are in need of 1 additional field for each of their outdoor sports.
