RECOMMENDED ACTION: Motion to Adopt a Resolution Directing Placement of No
Parking Signs along both sides of 143rd Street from TH 3 to 200 feet west of Cameo
Avenue.
ISSUE
Consider a request for the establishment of"No Parking" on the north side of 143rd Street at Rosemount
Middle School.
BACKGROUND
A request for the review and consideration for the establishment of"No Parking" on the north side of
143"' Street at Rosemount Middle School has been received from Ms. Mary Thompson, Principal at
Rosemount Middle School. From discussions with Ms. Thompson, there is a safety concern about the
presence of vehicles parked in on the north side of 143`d Street both short-term and long-term in such
close proximity to the driveway entrance and based on the high traffic volumes in this area before and
after school.
From the review of this area, there are existing"No Parking" signs on the south side of 143rd Street from
the school parking lot to TH 3 and on the north side of 143rd Street from Cameo Avenue to TH 3. Based
on the attached resolution, it appears that the "No Parking" on the south side of 143rd Street was
established in 1979. It is unknown at what time the "No Parking" was established on the north side of
143"' Street between Cameo Avenue and TH 3.
CONCLUSION
Based on this information and reviewing this matter with the Police Department, Staff is recommending
City Council consideration to adopt the attached resolution to establish "No Parking" along the north and
south side of 143'd Street for the full length from TH 3 to 200 feet west of Cameo Avenue.

RESOLUTION 2012 —
A RESOLUTION DIRECTING PLACEMENT OF NO PARKING SIGNS
ALONG BOTH SIDES OF 143rd STREET WEST FROM
TRUNK HIGHWAY 3 TO 200 FEET WEST OF CAMEO AVENUE
WHEREAS, the City Council of the City of Rosemount is interested in the safety of its residents;and
WHEREAS, the continued development in the City of Rosemount has produced high volumes of
vehicular and pedestrian traffic within the City of Rosemount;and
WHEREAS,vehicle parking along various segments of 143`d Street West west of Trunk Highway 3 does
create a hazard.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount directs the
installation of the appropriate"No Parking" signs on both sides of 143rd Street West from Trunk Highway 3
to 200 feet west of Cameo Avenue.

Resolution 1979-51
A RESOLUTION ESTABLISHING NO PARKING ZONES ON CERTAIN
STREETS WITHIN THE CITY OF ROSEMOUNT.
•
WHEREAS, the City Council of the City of Rosemount has
been made aware of the need for signs to increase the
safety factor on certain streets, and
WHEREAS, the City Council has received input from individ-
uals affected by these signs.
NOW THEREFORE BE IT RESOLVED, that the City Council of
the City of Rosemount does hereby authorize and direct
the installation of "NO PARKING" signs indicating that
No Parking be allowed between the hours of 7:00 A.M. to
9:00 A.M. and 2:00 P.M. to 4:00 P.M. on School Days on
the following City Streets.
1. Both sides of Chili Avenue West from 145th
Street West to 112.5 feet North of the North
Right of Way Line of 143rd Street West.
2. The South side of 143rd Street West from
State Trunk Highway No. 3 (South Robert
Trail) to Cameo Avenue West.
BE IT FURTHER RESOLVED, that informational signs
indicating "THREE WAY STOP" be placed below the Stop
Signs at the intersection of Chili Avenue West and
143rd Street West.
Adopted this 4th day of December, 1979.

February 15, 1972
Pursuant to due call and notice thereof, a regular meeting of
the Village Council of the Village of Rosemount was duly held
at the Village Hall on the 15th day of February, 1972. Council-
man Jensen was absent. President Reinke called the meeting to
order at 7:30 PM.
The agenda was corrected to include bid opening for Central
Supervisory Water Control System, supervisory evaluation forms
and further discussion on 4H meetings to be held at the Village
Hall.
The minutes of January 31 and February 1, 1972 were unanimously
approved and same ordered published.
MOTION by Knutson to review insurance proposals with company
representatives immediately following the opening of the Central
Supervisory later Control System bids at 8:00 PM. Second by
Stauffer. Ayes Genz, Reinke, Stauffer and Knutson. Ayes 4
Nays 0.
MOTION by Reinke to authorize Park and Recreation Committee to
invite Mr. Fred Hoisington of Brauer & Assoc. to their next
regular meeting to assist the members of the commission with
guidance on the function and procedures of a park and recreation
commission. Second by Genz. Ayes Reinke, Stauffer, Knutson and
Genz. Ayes 4 Nays 0.
MOTION by Knutson that Parks and Recreation Commission be notified
that a joint Council-Parks & Recreation Commission meeting be held
on March 1st about 9:15 PM at the Village Hall and request the
meeting be attended by all or as many of their members as possible
and that Mr. Fred Hoisington attend this meeting also; that a
letter of notification be sent to each member- of the Parks and
Recreation Commission, strongly worded that we would appreciate
their attendance in full. Second by Reinke. Ayes Stauffer,
Knutson, Genz and Reinke. Ayes 4 Nays 0.
MOTION by Knutson to send a request to Mr. Ken Anderson, Dakota
County Traffic Engineer, to study the possibility of a flashing
caution signal light at the intersection of County Road 42 and
5th Ave. in Rosemount . Second by Genz. Ayes Knutson, Genz,
Reinke and Stauffer. Ayes 4 Nays 0.
MOTION by Knutson to amend the foregoing motion to include a 24
Hour No Parking sign be placed on both sides of Hyland Ave.
Request that signs be placed 40' south of Murphy St. Amendment
seconded by Stauffer. Ayes Genz, Reinke, Stauffer and Knutson
Ayes 4 Nays 0.
MOTION by Reinke that the stop sign on 5th Ave. presently stopping
southbound traffic be changed to stop northbound traffic and that
Don Brown be authorized to place the sign accordingly. Second by
Knutson. Ayes Reinke, Stauffer, Knutson and Genz. Ayes 4 Nays 0.
Police Dept. monthly report was reviewed and accepted and same -
ordered placed on file.

Hi Mary-
Attached is a scanned Google photo of the entrance area to the school. If you could mark up or describe the area that
you have concerns about that would be great.

I know that this area is challenging and also a bit of a grey area between city maintained and school district maintained.
Before going further with this I want to make sure that I clearly understand the area of concern. In the event there is
some action taken by the city, the installation of"No Parking" signs will require Council action.
