RECOMMENDED ACTION: Motion to reject the two lowest bids and award the contract for
refuse and recycling collection and disposal services for 2013-2015 to the lowest
responsible and responsive bidder, Highland Sanitation and Recycling Incorporated.
ISSUE
The existing contract for Refuse and Recycling Collection and Disposal Services for all City of Rosemount
owned facilities expires on December 31St of this year. Highland Sanitation and Recycling Incorporated
currently provides the service to the City. Bids for the 2013-2015 Refuse and Recycling Collection and
Disposal Services were solicited and received in September of this year. The City received four bids for
providing the services requested. The two lowest bidders,Troje's Trash&Recycling and Dick's Sanitation,
were not responsive to the bid documents because they both indicated to staff that they were interested in
providing the services but that they would not be able to meet all of the pickup day requirements that were
outlined in the bid specifications. At many sites that only require service once per week, such as the fire
stations and smaller park sites, the day of the week that collection is made is not a major concern. But at
other sites that have heavy weekend use we require that collection is made just before and just after the
weekend on Fridays and/or Mondays. This is the case at locations such as Shannon Park,Jaycee Park,
Central Park, Erickson Park,Rosemount Community Center,Rosemount Arena and the Steeple Center.
Staff has tried changing the collection days at some of these sites in the past and it did meet our needs.
The lowest responsible and responsive bidder was Highland Sanitation and Recycling Incorporated.
Attached to the executive summary is the bid tabulation sheet that includes a comparison of the current
rates that we pay and the bids that were received for 2013 -2015. Highland Sanitation's total monthly bid
price is $2,117.60,which is approximately $15 less per month than we have been paying them for the last
two years.
SUMMARY
Staff is recommending that the City Council reject the two lowest bidders and approve awarding the 2013-
