RECOMMENDED ACTION: Motion to Adopt a Resolution Establishing State-Aid Streets.
ISSUE:
Update Rosemount's Municipal State Aid (MSA) street system to include future 149th Street and Business
Parkway. This revision allows Business Parkway and future 149th Street to be eligible for State Aid
funding.
BACKGROUND:
Over the past several months, the City has been reviewing the proposed development plan for the
Rosewood Commercial property located to the north and east of County Road 42 and Trunk Highway 3.
Through this process,it has been determined that the construction of future 149th Street as a frontage road
east to Biscayne Avenue could assist with the overall development of this property. Staff is planning to
discuss the proposed Rosewood Commercial project and frontage road in detail with Council at the
November 14,2012 City Council Work Session.
Pending this discussion, one potential source of funding for the construction of this frontage road is the
use of the City's Municipal State Aid funds. In order to position the city to be able to choose to utilize
MSA funds, the noted section of Business Parkway and future 149th Street need to be added to the City's
MSA system.
The addition of these street segments is in accordance with the proposed development plans along CR 42.
• Business Parkway: CSAH 42 to 149th Street West, (0.08 miles, existing segment)
• 149th Street West: Business Parkway to Biscayne Avenue, (0.32 miles,non-existing segment)
The above revisions to the City's MSA system may be made by certifying the proposed changes with the
Municipal State Aid District Engineer. Adoption of the attached resolution by Council and acceptance by
the State Aid office will allow the City of Rosemount to begin utilizing MSA funding on the updated
system in 2014.
There is currently a total of 0.74 miles that are undesignated to a street that can be added to the MSA
system. The total amount of street mileage proposed to be added is 0.40 miles, leaving 0.34 miles
undesignated at this time. Staff is currently working with State Aid to ensure that these segments are
eligible to be designated to the system. With Council's authorization, staff will submit the approved
resolutions to Mn/DOT for approval of the new streets as shown on the attached map.

SUMMARY:
Staff recommends that the City Council adoption of the attached resolutions.

RESOLUTION 2012 -
A RESOLUTION ESTABLISHING MUNICIPAL STATE-AID STREETS
WHEREAS, it appears to the City Council of the City of Rosemount that the streets hereinafter described
should be designated Municipal State-Aid Streets under the provisions of Minnesota Law.
NOW THEREFORE BE IT RESOLVED,by the City Council of the City of Rosemount that the roadways
described as follows, to-wit:
o Business Parkway— 150th Street West (CSAH 42) to 149th Street West
o 149th Street West—Business Parkway to Biscayne Avenue
be,and hereby is established,located,and designated as Municipal State-Aid Streets of said City,subject to the
approval of the Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two
certified copies of this resolution to the Commissioner of Transportation for his consideration,and that upon
his approval of the designation of said streets or portions thereof, that same be constructed, improved and
maintained as Municipal State-Aid Streets of the City of Rosemount, to be numbered and known as the
following Municipal State-Aid Streets:
o Business Parkway— 150th Street West (CSAH 42) to 149th Street West

ADOPTED this 5th day of November, 2012.
