SPECIAL MEETING PROCEEDINGS
NOVEMBER 5, 2012
CALL TO ORDER
Pursuant to due call and notice thereof a special meeting of the Rosemount City Council was held
on Monday,November 5,2012 at 7:30 p.m. in the Council Chambers at City Hall,2875 145th Street
West,Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe-Corrigan,
Weisensel and Kearney attending. Staff present included City Administrator Johnson, City Clerk
Domeier, City Attorney LeFevere, Communications Coordinator Cox,Assistant City Engineer
Olson,Director of Parks and Recreation Schultz and Police Chief Werner. The Pledge of Allegiance
was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Johnson stated there were no additions or corrections proposed.
Motion by Droste. Second by Shoe-Corrigan.
Motion to Adopt the Agenda.
Ayes: 5
Nays: 0. Motion carried.
PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGEMENTS
3.a. Commendation of state championship for Rosemount High School marching band
Mayor Droste presented certificates to members of the Rosemount High School marching band.
3.b. Recognition — Planning Commission Member
Mayor Droste presented Val Ege with a plaque recognizing her 8 years of service on the Planning
Commission.
3.c. P - ation by Tom Maeden on One Rosemount Feeding Families
To Maede and Pastor Bill Goodwin provided information about the One Rosemount Feeding
Families initiative.

NEW BUSINESS
9.a. Municipal State Aid Mileage Amendments
Assistant City Engineer Olson provided a summary of the staff report. He requested to update
Rosemount's Municipal State Aid (MSA) street system to include future 149th Street and Business
Parkway so they would be eligible for State Aid funding.
Council Member Shoe-Corrigan questioned if the City usually does a traffic study for the type of
development proposed. Mr. Olson responded that staff did move forward on a traffic study for this
development. Council Member DeBettignies questioned how the MSA miles are calculated. Mr.
Olson explained how the roads are designated and calculated for state aid. He also explained that
the current MSA system is under review and the rules may change in the near future.
Motion by Shoe-Corrigan. Second by Weisensel.
Motion to Adopt a Resolution Establishing State-Aid Streets.
Ayes: Shoe-Corrigan, Droste,Weisensel, Kearney,DeBettignies.
Nays:None. Motion carried. (Resolution 2012-90)
ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events.The next City Council meeting will be held on
Tuesday, November 20, 2012.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by DeBettignies, the meeting was adjourned by 8:22 p.m.
