RECOMMENDED ACTIONS: Motion to Adopt a Resolution Receiving the Feasibility
Report and Ordering the Public Hearing for the 2013 Street Improvements Project, City

BACKGROUND:
At the October 2, 2012 regular Council meeting, the Council authorized the preparation of the Feasibility
Report for the 2013 Street Improvements. This project has been designated as City Project 445. A map
illustrating the project area and proposed improvements is attached.
Detailed information is included in the attached Feasibility Report.
A full presentation of the Feasibility Report and all of the proposed improvements contained within will
be made at the Public Improvement Hearing for the project to be scheduled on December 4, 2012.
SUMMARY:
Staff recommends Council adoption of the attached resolution receiving the feasibility report and orders
the public hearing for the 2013 Street Improvement Project, City Project 445.

1.EXECUTIVE SUMMARY
The 2013 Street Improvement Project, City Project No. 445, was initiated based on the City’s
Pavement Management Program. The streets proposed for mill and overlay improvements in
2013are based on the current roadway conditions and the overall Capital Improvement Program
budget. The mill and overlay improvements proposed for construction in 2013 include:

The 2013 Street Improvement Project includes roadway mill and overlay improvements for

approximately 2,580feet (0.49miles) of 44-foot-wide urban roadway section along 155Street,
4,400feet (0.83miles) of various 32-foot-wide urban streets within the Carrollton Addition
neighborhood, and 1,380 feet (0.26 miles) along Danville Avenue. These improvements consist
of 2-inch full width bituminous mill and pavement overlay.

It is proposed that construction begin in May 2013 and be completed, including all restoration
items, by the end of August 2013. This project is feasible, necessary, and cost-effective from an
engineering standpoint, and should be constructed as proposed herein.
2.STREET IMPROVEMENT PROJECT
2.1Introduction
2.1.1 Authorization
On October 2, 2012, the Rosemount City Council authorized the preparation of an
Engineering Feasibility Report for the 2013 Street Improvement Project. This project has
been designated as City Project No. 445.

2.1.2 Scope
The 2013 Street Improvement Project is a continuation of the 2010 Street Improvement
Project which began to prioritize Pavement Management funding for projects focused on

long-term preservation of the roadway network. The Carrollton Addition (143Street,
rdthth
Upper 143 Street, 144 Street, and Cimarron Avenue), 155 Street between Shannon
Parkway and Chippendale Avenue and Danville Avenue between CSAH 46 and Upper
th
156 Court have all been identified as showing pavement distresses and rated using the
2012 Rosemount Overall Condition Index (OCI). Improvements within this report have
been proposed as pavement mill and overlays to address pavement distresses in
accordance with the City’s Pavement Management Plan.
Danville Avenue, located within the West Ridge Additions, between CSAH 46 and

Upper 156Court will be included with this feasibility report. The West Ridge
Additions were first reviewed in 2012. At that time, mill and overlay improvementswere

proposed for 2013 throughout the entire neighborhood, including 157 Court, 157
ththth
Street, 158 Court, 158 Street, 159 Court, Dakota Drive, and Danville Avenue. Upon
further monitoring, streets east and west of Danville Avenue within the West Ridge
Additions do not appear to be deteriorating at the same rate and mill and overlay
improvements are recommended to be delayed at this time. Improvements to the streets
east and west of Danville Avenue within the West Ridge Additions are proposed to be
delayed beyond 2015.

2.2.2Project History
This project was initiated through the continued development and implementation of the
City of Rosemount Pavement Management Program (PMP). A copy of the 2012
Pavement Condition Index Map containing the current OCI values for the entire

Rosemount street network is included in of the 2014-2015 Improvement
Program section of this feasibility report. The graph below illustrates the typical lifecycle
of a pavement utilizing PMP best practices to maintain the OCI rating and extend
pavement life by optimizing the timing of maintenance.

Pavement Management Program Pavement Lifecycle
In 2010, the City of Rosemount shifted priority from reconstruction projects to
preservation projects. This was done to address pavement distresses at critical points in a
roadway life and to extend pavement life and reduce overall system cost. Since 2010,
multi-year feasibility studies have been prepared to look beyond the next year’s project.
This approach provides earlier communication to property owners impacted by future
projects.
The feasibility report contained herein is continuation of that program extending the
street improvement program to 2015. An overall figure of the future capital improvement

2.3 Existing Conditions
2.3.1 Surface
Streets within the proposed improvement areas are aging and experiencing differing
severities ofalligator cracking, edge cracking, longitudinal cracking, and transverse
cracking. The curb and gutter is in fair condition; however, some cracking and
settlements have resulted in isolated drainage issues and additional pavement distress.
2.3.1.1 Carrollton Addition

The Carrollton Addition is located north of 145 Street and west of Chili Avenue.
The roadways within this neighborhood generally consist of 32-foot-wide urban
street sections with surmountable concrete curb and gutter. The existing right-of-

Roadways west of Chili Avenue, within the Carrollton Addition, were originally
constructed in 1978. A 1 ½-inch mill and overlay was completed on these
roadways in 1996.

Pavement corings were completed by WSB & Associates, Inc. in the fall of 2011.
The cores within the Carrollton Addition revealed pavement thicknesses ranging
from 4 to 5 inches throughout the proposed streets. The bituminous coring results

2.3.1.2 155Street
th
The proposed section of 155Street is a 44-foot-wide urban street with B618
th
concrete curb and gutter. The existing right-of-way width for 155Street is 80
feet. Pavement thicknesses were determined from bituminous coring and were
found to be 7 inches.

The roadway conditions along the entire length of 155street are similar. The
OCI ratings differ only because patching operations have been completed between
Claret Avenue and Chippendale Avenue to correct notable deficiencies.

2.3.1.3 Danville Avenue
Danville Avenue, locatedwithin the West Ridge Additions neighborhood,
consists of a 32-foot-wide urban street section with surmountable concrete curb
and gutter. Bituminous coring logs taken in this area have identified a pavement
depth of 4 inches.

2.3.2Municipal Utilities
Existing storm sewer, sanitary sewer and water main located within the project area have
been inspected and determined to be in fair condition. Numerous storm and sanitary
manhole castings within the proposed project area do not meet the current City standards,
making the manholes difficult to access and / or allowing inflow to occur during rain
events.

2.4Proposed Improvements
2.4.1 Surface
The overall condition index for the project area is generally within the mid to upper range
of values supporting mill and overlay type improvements. It has been the City’s policy to
routinely maintain collector streets at an OCI minimum level of 75 and residential / local
streets at a minimum OCI level of 60. The city’s Pavement Management Plan
recommends mill and overlay improvements for roadways with an OCI level of 35 to 60.
Although the condition rating for Danville Avenue is below the minimum OCI level of
35, an on-site review of the pavement distresses indicate that mill and overlay
improvements are appropriately timed to maximize the life of the road.
The proposed surface improvements included with the 2013 Street Improvement Project
consist of a 2-inch mill and overlay and spot curb and gutter replacementto all streets
th
proposed within the Carrollton Addition neighborhood. 155Street and Danville
Avenue are also proposed to receive a 2-inch bituminous mill with spot curb and gutter
th
replacement. Due to slightly larger traffic volumes on 155Street and Danville Avenue,
it is proposed to increase the cross slope to add additional pavement at the center of the
road. The additional pavement is proposed to be funded using City funds and will not be
assessed to the property owners. Delaminationhas been identified on the pavement
surface throughout the proposed project areas. Full width bituminous mill and pavement
overlay will remove the pavement delamination and extend the life of the roadway and
delay the future, more expensive full replacement of the roadway. Spot repair and
replacement of broken and settled curb will be completed based on a field review of the
site.
2.4.2Municipal Utilities
It is proposed that all storm sewer and sanitary sewer castings not meeting current City
standards be removed and replaced with this project. Additionally, manholes with rings
in poor condition are proposed to be replaced through casting adjustment. All storm
sewer and sanitary sewer castings meeting City standards will remain in-place.
Water main valve boxes are proposed to be adjusted to match the new pavement grades.
Damaged valve boxes are proposed to be replaced with a new top section or repaired as
necessary.
2.5 Permits / Approvals
The National Pollution Discharge Elimination Systems (NPDES) General Stormwater
Permit for Construction Activity will be required to complete the mill and overlay
improvements as proposed.

2.6Construction Traffic
During construction, it is anticipated that the there will be a hard surface on the streets
within the project area at all times. Construction traffic will be reviewed for each specific
project during final design. General construction traffic will include an increase in truck
traffic on the streets adjacent to the construction area. All residents willhave access to
their properties during construction. There may be some exceptions if some residents
have the curb in their driveway replaced due to cracking or settlement related issues.
2.7Public Involvement
A public informational meeting for the proposed improvements was conducted for the
project. The Neighborhood Open House was conducted on November 7, 2012 for

properties owners within the Carrollton Addition neighborhood, 155Street, and
Danville Avenue. Preliminary information was presented to approximately 16 attendees
at the regarding the proposed improvements, costs, funding, schedule, and impacts
associated with the project. Comment cards were made available to attendees at the
meeting. Summaries of the correspondence received and questions and answers provided
Appendix D.

3.1Opinion of Cost
Appendix A
Detailed opinions of cost for the various project areas can be found in of this report.
The opinions of cost incorporate estimated 2013 construction costs and include a 10%
contingency and 20% for all related indirect costs. Indirect costs include legal, administrative,
engineering, and financing items costs associated with the project.

3.2Funding
Special Assessments are determined as set forth by the City’s Assessment Policy and current fee
resolutions. According to the City of Rosemount’s 2012 Fee Resolution, street assessments for
mill and overlay projects are 35%of the totalsurface improvement cost. Assessments are
determined based on the City’s standard 32-foot (face-to-face) roadwaydesign. Assessments are
then calculated using the total assessable front footage to benefitting property owners and
equally distributed to all properties with access to the roadway. Improvements withinthe
proposed areas along properties that do not have direct access to the roadway will be funded
using City funds. The total funds proposed to be recovered through special assessments, not

1.EXECUTIVE SUMMARY
The 2014-2015/BeyondStreet Improvement Program, City Project 445, consists of a multi-year
program for street improvements recommended by the Rosemount Pavement Management
Program (PMP). This report more accuratelycalculates the costs associated with each
improvement proposedby the PMP.
The 2014-2015/BeyondStreet Improvement Program is intended to provide forecasting
estimates for thoseimprovements proposed withthe 2014and2015/BeyondStreet Improvement
Programs.

Surface and pedestrian facility improvements along 145Street from TH 3 to the railroad
tracks are also proposed to be constructed in 2014 with final design to commence in 2013.

Proposed improvements along 145Street will include bituminous mill and overlay between
TH3 and Brazil Avenue and trail extension across the railroad tracks.Costs associated with
th
the improvements proposed along 145Street are included within this feasibility report and
intended for development of the City’s Capital Improvement Fund. The improvementof the
th
pedestrian facilities to and access the railroad tracks on 145Streethavebeen identified as a
separate project.Concurrent with these improvements, it is proposed to mill and overlay
th
145Street. Project specific investigation will be completed with the project’s feasibility
report and is outside of the scope of this feasibility study.
The estimated costs associated with the proposed improvements have been calculated for
each of the aforementioned roadways. The proposedschedule for theseimprovements have
been adjusted from the originalCIP schedule based on the severity of the observed road
distresses, utility condition, and available funding. Project funding tables have been
provided within this report detailing theestimated special assessments and City funding

requirements.Due to the large costs associated with the improvements on Danbury Way, the
timing will need to be discussed further. This feasibility report refers to Danbury Way as
scheduled in 2015/Beyond. Improvements along Danbury Way will require more than 2
years of City CIP funds to fund this project.

On October 2, 2012, the RosemountCity Council authorized the preparation of an
engineering feasibility report for the 2014-2015Street Improvement Program.This
project has been designed as City Project No. 445.
2.1.2Scope
The 2014-2015Street Improvement Program is a continuation of the City’s approach in

The Motz Addition, originally investigated with the 2013-2014 Street Improvement
Program Feasibility Report, was proposed for improvementsin 2014. Upon re-
evaluation of Cityutility maintenance records and the current pavement conditions
throughout the City, the Motz Addition will be included in a future street improvement
project but is outside the scope of this feasibility study.
Danbury Way wasinvestigated with the 2007-2010 Street Improvement and was
proposed for improvement in 2010. This area waspostponed due to reprioritization of
projects. Over the past several years the overall condition of Danbury Way has continued
to deteriorate. This past yearseveral calls regarding Danbury Way have been received
from property owners concerning the condition of the road.A copy of the phone calls

2.2.2Project History
Since 2007, multi-year feasibility studies have been prepared to look beyond the next
year’s project. This approach provides earlier communication to property owners
impacted by future projects.
The City has continued this program annually to evaluate street conditions and identify
areas of more rapid deterioration. Addressing differing rates of deterioration in this
manner allows the City to be more proactive in maintaining street surfaces at the desired
levels.

Management Program can be found in the 2013Street Improvement Project section of
this feasibility report.

The Carrollton 2Addition is located southof Dodd Boulevardand east of Shannon
Parkway. The roadways within this neighborhood generally consist of 32-foot-wide

urban street sections with surmountable concrete curb and gutter. 149Avenue,
however, contains barrier-style B618 curb and gutterandaB618 concrete curbedmedian
with miscellaneous landscaping.The existing right-of-way widths for the streets within
this neighborhood are 60feet.

Proposed Surface Improvements
A 2-inch pavement mill and overlay is proposed with spot curb and gutter replacement.
Spot repair and replacement of broken and settled curb will be completed based on a field
review of the site during final design.
2.3.3Danbury Way
Existing Surface Conditions
Originally investigatedin 2007, Danbury Way is a 29-foot-wide ruralroadway.The
existing roadway is experiencing severe levels of alligator, edge, longitudinal, and
transverse cracking.Several isolated areas have been identified where the roadway has
settled, reducing the necessary crown to convey water off the existing pavement. The
lack of cross slope along the roadway allows storm water to pond causing moisture to
infiltrate through the existing cracks and into the roadway subgrade.Heavy clays have
been identified in several areasrepaired by Public Works. The presence of clay material
in the existing roadway subgrade retains water infiltrated into the road subgrade, making
the roadway susceptibleto frost heaves and heavy cracking.
As part of the preliminary fieldwork completed in 2007, a test hole was dug near 12526
Danbury Way which revealed approximately 3 inches of bituminous pavement,
approximately 6 inches of aggregate base, and an existingsandy clay materialat least 3
feet deep.

An OCI value below 30 indicates the road has exceeded its useful life due to severe
pavement deterioration. Maintenance measures including patching and mill and overlay
improvements are no longer a cost effectiveoption to extend the life of the roadway.
Maintenance records have revealed seal coat improvements completed in 1982.
The photo on the next pageillustrates some of the varying levels of pavement distresses
found along Danbury Way.
Danbury Way at McAndrews Road (Facing South)
Proposed Improvements
Danbury Wayisproposed for rehabilitation and full-depth reconstruction due to the
severity and types of distresses found in the roadway. The new roadway section will be
reconstructed toinclude 4 inches of bituminous pavement, 6 inches of aggregate base, 36
inches of select granular material, and geotextile fabric to bridge the heavy clay material
found in the existing subgrade and the new sand section.To reduce costs, the road will be
reconstructed to the existing street width of 28 feet (face of curb to face of curb) and,
where feasible, existing subgrade materials may be reused to limit excavation depths and
materials hauled on and off site. Minor gradechanges may then be made to the roadway
profile to improve the geometry and drainage prior to paving.

2.3.4Municipal Utilities

Existing sanitary sewerand water main facilities located within the Carrollton 2

Addition and along Shannon Parkwayand 145Streethavebeen inspected and
determined to be in fair condition.There isnoexisting sanitary sewer or water main
servicing propertiesalong Danbury Way. Each residential propertyalong Danbury Way
hasa private septic system and private well.

Numerous storm sewer and sanitary manhole castings withinthe Carrollton 2Addition,
th
Shannon Parkway And 145Streetdo not meet the current City standards, making the
manholes difficult to access and/or allowinginflow to occur during rain events.
The existing storm sewer system along Danbury Waydoes notmeet the City’s current
storm sewer design standards. Drainage along Danbury Way utilizes the roadway as a
channel where storm water is conveyed to existing low points. The storm water is then
discharged through spot storm sewer locations to existing wetlandswithin the project
area. Standing water has been identified in areas of the roadway that have settled and in
areas where Public Works has patched the deteriorating pavement.The existing storm
water conveyance system isinadequate during large rain events due to lack of an
emergency overflow and the existing roadway channeling system.
Proposed Improvements

Within Carrollton 2Addition, Shannon Parkway and 145Street, all storm sewer and
sanitary sewer manhole castings not meeting current Citystandardsare proposed to be
removed and replaced.Additionally, manholes with rings in poor condition are proposed
to be replaced through casting adjustment. All storm sewer and sanitary sewer castings
meeting City standards willremain in-place.

Water main valve box adjustments are proposed as neededwithin the Carrollton 2
th
Addition, Shannon Parkway and 145Streetto match pavement gradeswithin all project
areas. Damaged valve boxes will be repaired or replaced as necessary.
Proposed storm sewer improvements along Danbury Way include removal of the existing
storm sewer facilities and installation of a new storm sewer system which would collect,
pretreat,and transport storm water runoff to existing wetlandslocated throughout the
project area. Additional analysis will be completed with the project feasibility report and
during final designto determine the exact layout of thestorm sewer requiredto improve
drainage and prolong the life cycle of the pavement along Danbury Way.The costs for
the storm sewer will likely be significant since there is no existing stormwater
pretreatment on site.

resolutions. The City of Rosemount’s 2012Fee Resolution identifies the street assessment rate
for overlayand rehabilitation projectsas 35% of the total improvement cost.A summary of the

RESOLUTION 2012 -
A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND
ORDERING THE PUBLIC IMPROVEMENT HEARING
2013 STREET IMPROVEMENTS PROJECT
CITY PROJECT 445
WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount, Minnesota,
consider constructing certain improvements, to-wit: City Project 445, 2013 Street Improvements Project,in
the City as described in and in accordance with the feasibility report prepared by the City Engineer; and
WHEREAS, the City Council has been advised by the City Engineer that said utility and street
improvements are feasible, and should best be made as proposed, and the City Engineer's report to this
effect has heretofore been received by Council, and filed with the City Clerk on November 20,2012.
WHEREAS, the statute provided that no such improvements shall be made until the Council has held a
public hearing on such improvements following mailed notice and two publications thereof in the official
newspaper stating time and place of the hearing, the general nature of the improvement, the estimated costs
thereof,and the area proposed to be assessed,in accordance with the law.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts the
feasibility report for City Project 445 and places it on file.
NOW THEREFORE IT BE FURTHER RESOLVED, by the City Council of the City of Rosemount
that the public hearing be scheduled to consider City Project#445, 2013 Street Improvements Project, to be
held on Tuesday, December 4, 2012 at 7:30 o'clock p.m. or as soon thereafter as possible, in the Council
Chambers of the City Hall.
