Director ATTACHMENTS: Bid Tabulation Form APPROVED BY: RECOMMENDED ACTION: Motion to receive the bids and award the contract to the low bidder, American Liberty Construction, for the base bid, bid alternate #1, bid alternate #2 and bid alternate #3 in the amount of$194,600 for the Rosemount Community Center Improvements — Banquet Room, Lobby and Restrooms. ISSUE The City of Rosemount recently publicly advertised bids for the improvement projects at the Rosemount Community Center in banquet room,lobby and restrooms. The City received bids from 11 general contractors for the project.Attached to this executive summary is the bid tabulation form. The low bid for the base bid and the three bid alternates was submitted by American Liberty Construction. BACKGROUND The 2012 Capital Improvement Plan (CIP) budget includes funding to make improvements to the banquet room at the Rosemount Community Center. The base bid pricing will cover improvements in the banquet room including new carpet,wall coverings,wall lights and stone work. In the banquet room lobby, the improvements would include new tile,potted plants,high efficiency accent lights, artwork and benches.The metal door and window frames will also be painted to match the new color scheme. The 2013 Capital Improvement Plan (CIP) budget includes funding for the bid alternate #3 which are upgrades to the restrooms near the banquet room that would include new floor tile, high efficiency sinks,low flow toilets, mirrors and stall partitions. Staff intends to use funds from the Parks and Recreation Department's operating budget to cover the cost of bid alternates #1 and #2. Bid alternates #1 and #2 includes replacing the existing windows with high efficiency windows and installing new blinds. The Parks and Recreation Commission has reviewed the concept drawings and project board and is supportive of the project. If the project is approved, construction would start on December 17, 2012.The anticipated completion date would be prior to February 6, 2013.
