HomeMy WebLinkAbout20120403 CCM - RM ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS APRIL 3, 2012 CALL TO ORDER Pursuant to due call and norice thereof a regular meeting of the Rosemount City Council was held on Tuesday,Apri13,2012 at 7:30 p.m. in the Council Chambers at City Hall, 2875 145``'Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBetrignies, Shoe-Coxrigan and Weisensel attending. Council Member Kearney was absent. Staff present included Ciry Adininistrator Johnson, City Attorney LeFevere, City Clerk Domeier,Director of Parks and Recrearion Schultz, Chief of Police Kalstabakken, Director of Public Works/City Engineer Brotzler and Communications Coordinatox Cox. The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS City Administrator Johnson stated there were no proposed changes to the Agenda. Motion by Droste. Second by DeBettignies. Mbtion to Adopt the Agenda. Ayes: 4 Nays: 0.Absent: Kearney. Motion camed. PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGEMENTS 3.a. Recognition of state champion swimmers Mayox Droste presented the Rosemount High School state champion swimmers with certificates for their achievement. CONSENT AGENDA Mayor Dxoste pulled item 6.g. Donation Account Expenditure D.A.R.E. Fund. Motion by DeBettignies. Second by Shoe-Corrigan. Motion to Appxove the Consent Agenda with 6.g. pulled. a. Bills Listing b. Motion carried. 6.g. Donation Account Expenditure D.A.R.E. Fund Mayor Droste pulled the item to recognize the donations made by the local organizations for events. Motion by Droste. Second by DeBettignies. Motion to approve an expenditure from the D.A.R.E. Fund Account in the amount of $221.18 Ayes: DeBettignies, Shoe-Corrigan, Droste,Weisensel Nays: None.Absent: Kearney. Motion carried. OLD BUSINESS 8.a. Large Gathering on Public Park Land Ordinance—Second Director of Parks and Recreation Schultz summarized the information pxovided in the staff report. He addressed questions raised during the first Yeading of the ordinance. Mayor Droste questioned if staff received any questions from residents. Mr. Schultz replied that he did not receive any questions. Council Member Shoe-Corrigan questioned when the ordinance would be in effect. City Clerk Domeier stated the ordinance would be in effect upon publicarion on April 12, 2012. Council Member DeBettignies requested that the motion proposed be amended because the second reading was already held. Motion by DeBettignies. Second by Weisensel. Motion to adopt an ordinance xelating to large assemblies;amending Rosemount City Code, Section 4-5-3. Ayes: Droste,Weisensel,DeBettignies, Shoe-Corrigan Nays: None.Absent: Kearney. Motion camed. (Ordinance 2012-02) 8.b. Shade Tree Pest and Disease Control Ordinance—Second Reading Director of Parks and Recreation Schultz summarized the information provided in the staff report. The ordinance is proposed to manage and control shade tree pest and diseases. Council Membex DeBettignies thanked staff for clarifying the 10 day language rule within the ordinance. Motion by DeBettignies. Second by Shoe-Corrigan. Motion to adopt an oxdinance relating to shade tree pest and disease control and tree maintenance; amending Article V, Chapter 2 of the Rosemount Code of Ordinances and adding a new section 5-2-7. Ayes: Weisensel, DeBettignies, Shoe-Corrigan, Droste Nays: None.Absent: Kearney. Motion carried. (Ordinance 2012-03) ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS APRIL 3, 2012 NEW BUSINESS 9.a. Ordinance Regulating Use of Coal Tar-Based Sealer Products —First Reading Director of Public Works/City Engineex Brotzler summarized the information provided in the staff xeport. The ordinance is pYOposed to restrict the use of coal tar-based sealer products within Rosemount. Discussion was held xegarding the enforcement procedures should a homeowner use the prohibited product on their driveway. Motion by DeBettignies. Second by Shoe-Corrigan. Motion to Approve the First Reading and Set the Second Reading for April 17, 2012. Ayes: Shoe-Corrigan, Droste,Weisensel,DeBettignies Nays: None.Absent: Kearney. Motion carried. ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. The next City Council meetings will be held on Wednesday,Apri111 and Tuesday,Apri117, 2012. A ribbon cutting will be held on Apri117 at 4 p.m. at Charity Events in the Waterford Building.
