Motion to Adopt a Resolution Ordering the 2013 Street Improvements Project, City Project 445. 2. Motion to Adopt a Resolution Authorizing the Preparation of Plans and Specifications for the 2013 Street Improvements Project, City Project 445. ISSUE: Consider ordering the 2013 Street Improvements Project and authorizing the preparation of plans and specifications. The estimated engineering fee for final design is $23,300. This includes the following activities: • Preparation of plans and specifications • Estimates of construction cost • Including City striping with project contract • Preparation of bidding documents, advertisement for bids, and recommendations on award of bids The preliminary estimated construction cost is $617,100. City striping is roughly estimated at$40,000. Based on the preliminary estimated construction cost of$657,100, this represents an estimated fee percentage of 3.5%. This fee percentage is less than the average design fee based on the project being a mill and overlay with no street reconstruction, trail or sidewalk construction, or utility replacement. The estimated engineering fee for additional project administration services is $9,800. This includes the following activities: • Utility coordination • Staff reports, declaration of costs and presentation • Assessment calculations, assessment roll, and assessment hearing with presentation Based on the preliminary estimated construction cost of$657,100, the additional project administration represents an estimated fee percentage of 1.5%. G:AF.NGPROJ\445\20121204 CC Pf fOrdPrjPlsp.docx BACKGROUND: On November 20, 2012, the Rosemount City Council received the Feasibility Report for the 2013 Street Improvements Project,City Project 445. Staff will present a brief overview of the project and respond to questions that Council members or the public may have regarding the proposed improvements or assessments. A summary of the proposed improvements and estimated project cost and funding is provided below. Proposed Improvements The 2013 Street Improvement Project includes mill and overlay of the following streets: • Carrollton Addition and Carrollton 5th Addition (0.83 miles) • 155th Street West between Shannon Parkway and Chippendale Avenue (0.49 miles) • Danville Avenue between 160`h Street West and Upper 156th Street West (0.26 miles) Schedule It is proposed that construction begin in June 2013 and is anticipated to be completed,including all restoration items,by the fall of 2013. Public Informational Meeting Prior to the public hearing, staff hosted a public informational meeting for property owners on Tuesday, November 13,2012 to address questions and comments regarding the project and proposed assessments. Public comments were recorded and are included in the feasibility report. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby orders the improvements of the 2013 Street Improvements Project, City Project 445. ADOPTED this 4th day of December,2012.
